Kazakhstan Unveils New Regulations for Monument Installation to Historical Figures

Astana, The Gulf Observer: Kazakhstan has introduced comprehensive guidelines for the installation of monuments and statues dedicated to historical figures, marking a significant step towards preserving cultural heritage and honoring revered personalities. According to reports from Kazakh media outlets, the new regulations stipulate that statues commemorating prominent figures will be erected five years following their demise.

The decree, issued by the Kazakh Ministry of Culture and Information and made available on the Open NPA (LSI) web portal, outlines the procedural framework for the installation of dedicated sculptures. Developed in accordance with subparagraph 20 of Article 10 of the law of the Republic of Kazakhstan “On protection and use of tangible cultural heritage,” the rules aim to standardize the process of erecting monuments of monumental art.

“The said rules of erecting installations of monumental art have been developed… to outline the procedure of installing dedicated sculptures,” the document elucidates.

Under the purview of the newly established guidelines, installations will be erected by local executive bodies using funds from both budgetary and extrabudgetary sources. The installation of commemorations and monuments will be timed to coincide with jubilees and other significant milestones of prominent figures, as per the resolution #1465 of the Government of the Republic of Kazakhstan dated September 28, 1999.

Furthermore, the document stipulates that a statue will be erected only if the name of the historical figure is featured in the list approved by the Republican onomastic commission. Notably, the installation of a commemoration to a distinguished figure will occur five years posthumously, with exceptions made for cases of extraordinary heroism, valor, and substantial contributions to the strengthening of the country’s independence.

“The installation of commemorations and monuments will be dated to jubilee and other milestones to prominent figures… in accordance with the resolution #1465 of the Government of the Republic of Kazakhstan as of September 28, 1999,” the document asserts.

Importantly, the decree will be subject to public deliberation until May 21, 2024, inviting feedback and contributions from stakeholders and the general populace. This inclusive approach underscores Kazakhstan’s commitment to fostering transparency, accountability, and public participation in matters of cultural significance and heritage preservation.
