Azerbaijan Approves Rules for Assessing National Digitalization Level

Baku, The Gulf Observer: The Prime Minister of the Republic of Azerbaijan has approved the Rules for Conducting Assessment of the Level of Digitalization of the Country’s Information Infrastructure, marking a significant step toward strengthening the nation’s digital governance and innovation ecosystem.

The new framework has been developed within the implementation of the Digital Development Concept of the Republic of Azerbaijan, in accordance with paragraph 3.5 of Presidential Decree No. 287, dated January 16, 2025.

Under the approved Rules, annual digitalization assessments will be carried out across government agencies, while business entities will be able to participate on a voluntary basis. Following the assessment, each participant’s level of digital maturity will be determined, accompanied by a development action plan tailored to enhance their digital capabilities.

Based on the evaluation outcomes, government agencies will be classified into four levels: Initial, Managed, Defined, and Optimized. Meanwhile, business entities will be categorized as Digital Enthusiast, Digital Initiator, Digital Practitioner, and Digital Champion, reflecting their stage of digital advancement.

The assessment results of government institutions will be submitted to the President of the Republic of Azerbaijan, ensuring transparency and accountability in the country’s digital transformation process. The Ministry of Digital Development and Transport will oversee methodological and operational support to promote accelerated digitalization in both the public and private sectors.

The adoption of these Rules establishes a measurable framework for monitoring digital transformation, ensuring the efficient allocation of resources and supporting Azerbaijan’s strategic vision of building a competitive, innovation-driven digital economy.
