Azerbaijan Launches Work on 2027–2030 Development Strategy and Second State Program on the Great Return

Baku, The Gulf Observer: The inaugural meeting of the commission responsible for formulating Azerbaijan’s “2027–2030 Socio-Economic Development Strategy” and the “Second State Program on the Great Return” was held under the chairmanship of Prime Minister Ali Asadov.
The meeting brought together deputy prime ministers leading working groups, government officials, and relevant stakeholders. During the session, Prime Minister Asadov underscored the nation’s post-pandemic and post-war strategic vision for the decade, shaped by five National Priorities approved by President Ilham Aliyev. These priorities have already guided the successful adoption and implementation of the “2022–2026 Socio-Economic Development Strategy” and the “First State Program on the Great Return.”
According to the Prime Minister, more than 7 billion manats have been allocated for the First State Program, with approximately 78% of its outlined tasks completed. Overall, the implementation rate stands at nearly 79%, and a total of 21.6 billion manats have been designated for reconstruction in the liberated territories through 2025. Initial construction works have been finalized in 15 settlements, while restoration efforts continue in many others.
The commission approved its procedural regulations and mapped out subsequent steps, emphasizing the need for regular subgroup meetings and the timely execution of presidential instructions. Prime Minister Asadov stressed that the forthcoming Strategy and Program must be grounded in current financial realities, set realistic and measurable objectives, and remain consistent with previously endorsed projects. The drafts will be reviewed progressively within the framework of the Economic Council.
This initiative follows the presidential decree issued on May 30, 2025, mandating the Cabinet of Ministers to prepare both documents within a nine-month timeframe. On June 18, 2025, a dedicated commission chaired by Prime Minister Asadov was established, comprising two main working groups led by Deputy Prime Ministers Shahin Mustafayev and Samir Sharifov. Nine subgroups have been assigned to work on the Strategy, while four subgroups will focus on the Great Return Program.
The new development agenda remains fully aligned with the “Azerbaijan 2030” National Priorities, which include fostering sustainable economic growth, enhancing the investment and business environment, building technological capacity, and ensuring the secure and lasting return of citizens to the liberated territories.
