Gwadar’s Economic Boom: Xinning Enterprise (Shenzhen) Ltd, China Signs Expression of Interest to Invest in Gwadar Port Authority

Islamabad, The Gulf Observer: On August 5, 2025, a high-level five-member Chinese business delegation from the All-China Federation of Industry and Commerce (ACFIC) and Precise Development (HK) Limited, is currently visiting Pakistan. During their visit, an Expression of Interest (EOI) was signed by Xinning Enterprise (Shenzhen) Ltd. for commercial engagement with the Gwadar Port Authority (GPA).
The was signed under the leadership of under the leadership of Federal Minister for Maritime Affairs, Muhammad Junaid Anwar Chaudhry, along with officials from the Ministry of Maritime Affairs and the Chairman of the Gwadar Port Authority (GPA). On the Chinese side, Mr. Yi Jiang, Director of All-China Federation of Industry and Commerce (ACFIC), and Mr. David Chu, CEO of Precise Development (HK) Limited, China were also present.
Key components of this Expression of Interest include the utilization of Gwadar Port as a regional transshipment hub by Xinning Enterprise. They intend to establish a slaughterhouse and meat processing facility, as well as develop a modern deep-sea fishing industry to bolster Pakistan’s marine economy. The Expression of Interest also allows for the establishment of new industrial ventures within the Gwadar Free Zone, enhancing regional industrial capabilities.
Both parties expressed their commitment to explore viable business opportunities, ensuring that all activities comply with the laws of Pakistan, particularly those governing the Gwadar Port and Free Zone operations. Additionally, they have agreed to engage in good faith discussions to identify suitable investment opportunities and operational modalities.
This Expression of Interest signifies the potential of Xinning Enterprise to significantly contribute to the economic vitality of the Gwadar region, enhancing port throughput and fostering investment inflows into Pakistan.
