Kazakhstan and UAE Sign Series of Strategic Agreements

Astana, The Gulf Observer: President of Kazakhstan Kassym-Jomart Tokayev and Crown Prince of Abu Dhabi Sheikh Khaled bin Mohamed bin Zayed Al Nahyan witnessed the signing and exchange of multiple bilateral documents during a formal ceremony in Astana on Monday, according to media reports. The ceremony followed high-level talks between the two leaders and marked a significant deepening of Kazakhstan–UAE relations.

The signed documents cover a broad range of strategic sectors, including transport, energy, digital transformation, justice, finance, and infrastructure development. The agreements reflect both countries’ commitment to expanding bilateral cooperation and investment.

The following key agreements and memorandums were signed:

  1. Memorandum of Cooperation in Motor Transport – between Kazakhstan’s Ministry of Transport and the UAE’s Ministry of Energy and Infrastructure;
  2. Memorandum of Cooperation in the Justice Sector – between the Ministries of Justice of Kazakhstan and the UAE;
  3. Energy Development Agreement – between Samruk Kazyna and Masdar to develop up to 500MW round-the-clock power supply and up to 2,000MW of energy storage systems in Kazakhstan;
  4. Strategic Cooperation Agreement – between Samruk Kazyna and AIQ focusing on Kazakhstan’s digital transformation and the oil and gas sector;
  5. Memorandum of Understanding – between Samruk Kazyna and Abu Dhabi Commercial Bank to enhance financial cooperation;
  6. Agreement on Supercomputer Cluster – between Kazakhstan’s Ministry of Digital Development, Innovation and Aerospace Industry and the UAE’s Presight for the creation of a supercomputer facility in Kazakhstan;
  7. Protocol on Shipping Cooperation – between KazMunayGas and Abu Dhabi Ports Group aimed at expanding maritime logistics;
  8. Strategic Agreement in Oil and Gas Digitalization – between Kazakhstan’s QazaqGaz and AIQ;
  9. Memorandum of Understanding on Healthcare Infrastructure – between the administration of Kazakhstan’s Turkistan Region and the Abu Dhabi Fund for Development to finance and construct a maternity hospital named after Mohammed bin Zayed Al Nahyan in Turkistan;
  10. Investment Agreement for Airport Development – between Kazakhstan’s Ministry of Transport and Terminals Astana Airport Limited for the development of Nursultan Nazarbayev International Airport and its surrounding areas.

In addition, the ratification of an agreement for the construction of a wind power plant in Kazakhstan was formally announced during the ceremony, further emphasizing the growing partnership in renewable energy.

The high-profile signing ceremony underscores the strengthening of bilateral ties and the shared ambition of both nations to advance cooperation in strategic sectors. Earlier, Crown Prince Sheikh Khaled had outlined key areas of collaboration with Kazakhstan, including infrastructure, digital technology, and clean energy.

The agreements are expected to significantly bolster economic ties and foster sustainable development initiatives across both countries.
