This pivotal legislation, enacted under the Law of the Republic of Kazakhstan “On State Independence of the Republic of Kazakhstan,” officially established Kazakhstan as a sovereign and independent state.

The preamble of the law underscores Kazakhstan’s commitment to universal human rights, self-determination, and the principles of a rule-of-law state. It declares:

“The Supreme Council of the Republic of Kazakhstan, expressing the will of the people of Kazakhstan, recognizing the priority of individual rights and freedoms enshrined in the Universal Declaration of Human Rights and other universally recognized norms of international law, confirming the right of the Kazakh nation to self-determination, based on the determination to create a civil society and a rule-of-law state, pursuing a peaceful foreign policy, declaring its commitment to the principle of non-proliferation of nuclear weapons and the process of disarmament, solemnly proclaims the state independence of the Republic of Kazakhstan.”

The proclamation of independence heralded the dawn of modern Kazakhstan, enabling the nation to independently develop its economy, culture, and foreign policy. President Kassym-Jomart Tokayev has repeatedly emphasized that safeguarding Kazakhstan’s independence is a sacred duty for all citizens, ensuring it is preserved and enriched for future generations.
