Morocco Signs Framework Agreement to Promote Employment in Seasonal Agricultural Work

Rabat, The Gulf Observer: Public institutions and professional stakeholders in Morocco’s agricultural sector signed a framework agreement on Friday in Rabat aimed at promoting employment and employability, with a particular focus on seasonal agricultural work.

The agreement was signed by Ahmed El Bouari, Minister of Agriculture, Maritime Fisheries, Rural Development and Water and Forests; Younes Sekkouri, Minister of Economic Inclusion, Small Business, Employment and Skills; Abdellah Chouikh, Director General of the National Agency for the Promotion of Employment and Skills (ANAPEC); and Rachid Benali, President of the Moroccan Confederation of Agriculture and Rural Development (COMADER).

The framework agreement seeks to introduce a structural transformation in the management of seasonal agricultural employment by shifting from an emergency-based approach to a more anticipatory, organized, and coordinated system. Its key objectives include improved planning of workforce needs, streamlined recruitment mechanisms, and enhanced matching between agricultural employers and job seekers within a regulated and transparent framework.

The initiative places strong emphasis on promoting formal and decent employment, safeguarding seasonal work pathways, and improving access to job opportunities in rural areas. It also aims to strengthen social protection for seasonal workers and support sustainable employment practices across the agricultural sector.

By combining a territorial approach with clear social objectives, the agreement is expected to enhance the attractiveness of agricultural professions, contribute to economic development in rural regions, and reinforce job stability in a sector considered strategic to Morocco’s national economy.

The signatory parties affirmed that the implementation of the agreement will be closely monitored to ensure effective execution, achievement of its objectives, and maximum impact in support of employment, agricultural development, and regional growth.
