Pakistan Inaugurates ASAN Khidmat Center in Islamabad with Azerbaijan’s Support

Islamabad, The Gulf Observer: The opening ceremony of the ASAN Khidmat Center was held in the Pakistani capital Islamabad, marking a significant milestone in bilateral cooperation between Pakistan and Azerbaijan in the field of public service delivery.

The ceremony was attended by Prime Minister of the Islamic Republic of Pakistan Muhammad Shehbaz Sharif, members of the Pakistani government, and a high-level delegation led by Ulvi Mehdiyev, Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan.

During the event, participants were briefed on the newly established center, which has been developed in line with the ASAN concept—Azerbaijan’s internationally recognized intellectual brand for efficient, transparent, and citizen-oriented public services. It was recalled that the “Agreement between the Government of the Republic of Azerbaijan and the Government of the Islamic Republic of Pakistan on Cooperation in the Implementation of the ‘ASAN Khidmat’ Experience in Pakistan” was signed on September 10, 2025, with the participation of Prime Minister Muhammad Shehbaz Sharif.

At the initial stage, the Pakistan ASAN Khidmat Center will provide 64 public services through 12 government institutions. The center incorporates core “ASAN Khidmat” standards, the ASAN volunteer program, and a range of innovative solutions aimed at enhancing service quality and accessibility.

A special corner symbolizing the friendship between Azerbaijan and Pakistan has been established at the entrance of the center. It also features a statement by President of Azerbaijan Ilham Aliyev highlighting the brotherly relations between the two countries.

Following a tour of the facility, Chairman Ulvi Mehdiyev delivered a presentation to the Pakistani delegation on the future development concept of the Pakistan ASAN Khidmat Center, innovative service solutions, and Azerbaijan’s DOST concept.

Prime Minister Muhammad Shehbaz Sharif expressed his gratitude to President Ilham Aliyev for Azerbaijan’s support in implementing the ASAN Khidmat model in Pakistan. He described ASAN Khidmat as a progressive and innovative approach to public service delivery and emphasized that the model would be widely applied across Pakistan.

The inauguration ceremony was also attended by Anar Bayramov, Azerbaijan’s Deputy Minister of Labor and Social Protection of the Population, and Khazar Farhadov, Azerbaijan’s Ambassador to Pakistan.
