PM Chính Chairs Thematic Law-Making Session, Calls for Accelerated Institutional Reform

Hanoi, The Gulf Observer: Prime Minister Phạm Minh Chính on Friday chaired the Government’s thematic session on law-making, during which delegates reviewed and discussed several draft laws aimed at strengthening Việtnam’s legal and institutional framework.

In his opening remarks, the Prime Minister underscored that institutions act as both a driver and a resource for national development, stressing that they must lead efforts to remove bottlenecks and address emerging practical challenges.

He highlighted that resolutions of recent Party Congresses have consistently identified institutional building and improvement as one of the three strategic breakthroughs necessary for the country’s rapid and sustainable development.

PM Chính noted that both the Government and he personally have prioritised time and resources for institutional reform, swiftly addressing obstacles in mechanisms and policies to create more favourable conditions for citizens and businesses, thereby promoting socio-economic growth.

Since the beginning of the current term, the Government has convened 41 thematic sessions on law-making, offering opinions on more than 215 draft laws, ordinances, resolutions and legislative policy dossiers. It has submitted 179 legal documents to the National Assembly for consideration and adoption—more than double the number recorded during the 14th National Assembly term.

In 2025 alone, most legal bottlenecks were largely removed in line with the Politburo’s Resolution 66, with particular emphasis on strengthening decentralisation and delegation of authority alongside resource allocation. Efforts have also focused on developing supervision and inspection mechanisms and enhancing implementation capacity at all levels.

According to the Prime Minister, recently adopted laws and resolutions have contributed to building a more coherent, feasible and transparent legal system, advancing national development in the spirit of “renewing legal mindset, reforming institutions, and ensuring that laws lead the way for development.”

Reaffirming that institutional and legal reforms provide a solid foundation and fresh momentum toward achieving double-digit growth in the coming period, PM Chính called on ministers and sector leaders to prioritise the timely completion of draft laws and resolutions within their respective mandates, while actively contributing feedback on proposals from other ministries and agencies.

Under the session’s agenda, delegates are set to deliberate on several revised draft laws, including the Law on Capital and the Law on Civil Status, as well as the draft Law on Belief and Religion. Discussions will also cover proposed amendments to the Law on Overseas Representative Missions of the Socialist Republic of Việt Nam and a draft National Assembly resolution on coordination mechanisms and special policies to enhance the prevention and settlement of international investment disputes.
