PM Chính Urges Comprehensive Measures to Achieve 2025 Growth Targets

Hanoi, The Gulf Observer: Prime Minister Phạm Minh Chính has called for concerted efforts to promote growth across all economic sectors, proactively respond to the United States’ reciprocal tariff policies, maintain macroeconomic stability, control inflation, and ensure the economy’s major balances to achieve this year’s GDP growth target of 8.3–8.5 per cent.

In an Official Dispatch issued on Tuesday, the Prime Minister instructed ministers, heads of ministerial-level and government agencies, provincial and municipal leaders, as well as state-owned groups and corporations, to lead and direct the decisive implementation of resolutions and conclusions of the Party Central Committee, the Politburo, and the Government.

He emphasized the need to promote industrial production alongside market restructuring, product diversification, and the development of supply and production chains, with an industrial value-added growth rate target of 9.6–9.8 per cent in 2025, including 11.2–11.5 per cent for the manufacturing and processing sector. The Prime Minister urged the development of policies to encourage investment in innovation, technology mastery—especially in core and foundational technologies—and the protection of industrial property rights.

PM Chính also set a goal of achieving a 12 per cent increase in total export turnover and a trade surplus of US$30 billion in 2025. In agriculture, forestry, and fisheries, he called for stronger links between production, exports, and sustainable consumption, aiming for an export value of US$65 billion.

For the services sector, the Government leader underscored the importance of promoting domestic market consumption, digital platforms, and e-commerce to market products—particularly One Commune, One Product (OCOP) items, agricultural goods, and local specialties. The target is to achieve a retail sales and consumer service revenue growth rate of around 12 per cent in 2025.

Tourism development was also highlighted, with the aim of attracting at least 25 million international visitors and 150 million domestic travelers this year. The Prime Minister stressed the need to improve visa procedures to facilitate these targets.

In infrastructure, PM Chính instructed the Ministry of Construction and relevant authorities to accelerate strategic and nationally significant transportation projects, with a goal of completing at least 3,000 km of expressways and more than 1,700 km of coastal roads by 2025. He also called for the full disbursement of the 2025 public investment capital plan and the entirety of additional public investment sourced from increased revenue and savings in 2024. Preparations for major railway projects—including the North–South high-speed line, Vietnam–China connections, and expressways for the 2026–2030 period—must also be expedited.

On trade relations, PM Chính directed ministries and localities to effectively implement comprehensive measures to address the US’s tariff policies and execute the reciprocal trade agreement once promulgated. He stressed the importance of supporting affected industries and enterprises, improving competitiveness, establishing traceability systems, and strengthening participation in regional and global supply and value chains.
