PM Chính Urges Red River Delta to Spearhead Việtnam’s New Growth Phase

Hanoi, The Gulf Observer: Prime Minister Phạm Minh Chính has called on the Red River Delta to reaffirm its pioneering role in driving Vietnam’s socio-economic development as the country enters a new stage of growth.

Concluding the sixth meeting of the Red River Delta Coordinating Council on Saturday, Chính, who also chairs the Council, stressed that the region must take the lead in three key areas: ensuring rapid and sustainable development to raise living standards, restructuring the economy towards green, digital, circular, and knowledge-based growth, and building modern two-tier local administrations that better serve the people and strengthen investor confidence.

The Prime Minister urged ministries and localities to remove institutional bottlenecks, accelerate planning and infrastructure development, and mobilise resources through stronger public-private partnerships. He underscored that land, resources, and minerals are national assets under State management and must be utilised equitably and effectively to support growth.

Chính also emphasised the need to advance science, technology, innovation, and digital transformation, resolve long-delayed projects, and strengthen efforts in environmental protection and social welfare. Expanding social housing, linking cultural heritage with tourism, and developing cultural industries were also identified as key priorities.

“This marks a new beginning with fresh opportunities and challenges. Every ministry, sector, and locality must act as a firm link in building the Red River Delta into a dynamic growth pole that leads the national economy,” Chính said.

Delegates at the meeting affirmed the strategic importance of the Red River Delta in politics, economics, culture, defence, and security. Despite global and domestic headwinds, the region has sustained strong momentum, topping the nation in multiple fields.

In the first half of 2025, the region’s gross regional domestic product grew by 9.32 per cent, the highest among the country’s six economic zones. From January to August, it attracted US$5.4 billion in foreign direct investment, accounting for nearly half the national total. State budget revenue reached over VNĐ814.6 trillion (US$30.7 billion), representing 46.8 per cent of national revenue, while exports stood at US$129.3 billion, about one-third of Việt Nam’s total export turnover.

The Red River Delta also led the nation in business development with nearly 42,800 new enterprises and achieved a public investment disbursement rate of 53.6 per cent. Provinces including Hải Phòng, Quảng Ninh, Bắc Ninh, and Ninh Bình recorded growth rates between 10.5 and 11.2 per cent.

Bắc Ninh ranked first nationwide in foreign direct investment and second in exports, Hà Nội placed second in budget revenue, and Ninh Bình secured third place in public investment disbursement.

Delegates attributed these results to improved legal frameworks, the timely removal of obstacles, stronger coordination between ministries and localities, and rising investor confidence.

However, they also acknowledged persistent challenges, including a development model not yet aligned with potential or global trends, underdeveloped regional value chains, and slow progress in key infrastructure projects such as the Ninh Bình–Hải Phòng expressway, Hà Nội’s Ring Road No. 4, and Quảng Ninh’s border-gate economic zones.

The Prime Minister called for high determination and bold action, stressing that the Red River Delta must consolidate its role as a modern, dynamic region that leads the country’s development and makes a worthy contribution to national progress.
