PM Chính Urges Science and Technology Sector to Pioneer Innovation and Digital Transformation

Hanoi, The Gulf Observer: Prime Minister Phạm Minh Chính on Saturday called on the Party organisation of the Ministry of Science and Technology (MoST), its leaders, and staff to act as pioneers in advancing science, technology, innovation, and digital transformation, stressing that these fields represent the “inevitable path” for Vietnam to become a developed and prosperous nation.

The Government leader made the remarks while addressing the first congress of the ministry’s Party organisation for the 2025–2030 term. As a Politburo member and Secretary of the Government’s Party Committee, PM Chính also outlined existing shortcomings, including the slow pace of scientific and technological progress, limited breakthroughs in innovation and digital transformation, a considerable gap compared to developed nations, lack of mastery in core technologies, shortage of high-quality human resources, and ongoing challenges in information security and data protection.

Analysing global trends, particularly the rapid growth of artificial intelligence (AI), semiconductors, big data, the Internet of Things (IoT), biotechnology, and new energy, alongside the global shift towards green and digital transition, the PM highlighted the Politburo’s recent adoption of the “Four Pillars” framework under the leadership of Party General Secretary Tô Lâm. Resolution No. 57 on developing science, technology, innovation, and digital transformation is a key component of this vision.

To effectively implement the resolution, PM Chính stressed the need to to improve the institutional framework, remove barriers hindering growth, ensure equal access to resources, and foster a nationwide movement promoting science, technology, and innovation. He emphasised the guiding principle that science and technology should serve as the foundation, innovation as the driving force, digital transformation as the connector, and people as the centre and ultimate beneficiaries of development.

Underscoring the MoST’s special role, he described its mandate as covering strategic areas with breakthrough potential capable of propelling Vietnam towards rapid progress in the new era. The PM urged the Party organisation to focus on Party building, enhance leadership capacity and combat readiness, and improve the quality of Party members.

He also directed the ministry to accelerate the completion of key draft laws on science, technology, and innovation, including the Law on Intellectual Property, the Law on Technology Transfer, and the forthcoming Law on Artificial Intelligence. In addition, he called for mechanisms and policies to mobilise diverse investment resources—particularly private sector funding—for the advancement of science, technology, innovation, and digital transformation.

Priority should be given to mastering and developing strategic and core technologies, especially in fields such as AI, robotics, semiconductors, big data, biotechnology, and new energy, he noted.

During the congress, PM Chính presented the Government Party Committee’s Decisions assigning the MoST’s Party Committee and its Standing Board for the 2025–2030 term. Minister of Science and Technology Nguyễn Mạnh Hùng was re-assigned as Secretary of the ministry’s Party Committee for the new term.
