Tashkent, The Gulf Observer: President of Uzbekistan Shavkat Mirziyoyev has reviewed the presentation of the “Solution Atlas”, a comprehensive reference guide designed to steer the aesthetic and functional development of Tashkent and New Tashkent, which are rapidly evolving into a unified metropolis.

The initiative builds on the foundations laid by the Tashkent Master Plan 2045, which outlines long-term parameters for urban planning, engineering, transportation infrastructure, and protected zones. With large-scale construction actively underway across all districts of the capital, the creation of New Tashkent further underscores the need for balanced and integrated territorial development.

A Unified Vision for Urban Design

The newly introduced “Solution Atlas” serves as a logical continuation of the master plan, establishing general standards for the external appearance of urban facilities and public spaces. Structured into five volumes, the atlas details rules for the design, installation, and operation of urban infrastructure, while offering recommendations for the harmonization of public spaces and building facades.

One notable concept promoted in the Atlas is the shift from the current construction norm — which focuses on the “red line” of roadways — to the “building-to-building” approach, a method widely used in developed cities. This model envisions continuous landscaping and design consistency across both sides of urban streets, minimizing neglected areas and enhancing the overall visual coherence of the cityscape.

Promoting Sustainability and National Identity

The Atlas aligns with Uzbekistan’s sustainable development goals, encouraging environmentally conscious and socially inclusive urban environments. It seeks to improve public space development while embedding national architectural identity into the city’s fabric.

The guide also functions as a preventive tool, helping stakeholders avoid design errors in new development projects and ensuring that future construction complements the city’s character.

Enhancing Quality of Life

During the presentation, President Mirziyoyev reviewed the core principles of the Atlas and its intended outcomes. He emphasized the importance of preserving the capital’s uniqueness, enhancing roadside landscaping, and raising the standard of urban living culture.

Instructions were issued to implement the Atlas’ standards in ongoing and future projects, with the goal of creating a modern, harmonious, and livable urban environment for the residents of Tashkent and New Tashkent.

This initiative reaffirms the Uzbek government’s commitment to thoughtful urban planning and reflects its broader strategy to modernize infrastructure, improve the quality of life, and strengthen the cultural and aesthetic identity of the nation’s capital.
