Tashkent, The Gulf Observer: President Shavkat Mirziyoyev recently reviewed new measures aimed at bolstering social protection across Uzbekistan, as reported by Uzbek media. The initiative aligns with the principle of “Uzbekistan is a social state,” aiming to support the population, improve living conditions, and expand services.

A key focus is on enhancing facilities for individuals with disabilities. A digitized system for determining disability will be gradually introduced, starting in Tashkent city and Navoi region, with full implementation across all regions by September 1, 2025. Medical documents will be sent electronically to expert commissions, and assessments will be conducted by “Human” centers using criteria adapted from the World Health Organization. The system will also generate information on rehabilitation programs and prosthesis needs.

The existing procedures for recommending professions, education, sports, and work incapacity will be abolished. Instead, individuals will be directed to these areas based on personalized assessments. Efforts will also be made to ensure safe and barrier-free movement for persons with disabilities, with mandatory suitability examinations for new and renovated buildings. Additionally, at least 10 percent of funds from the “Safe Road and Safe Pedestrian” Fund will be allocated annually to adapt intersections for persons with disabilities, and an electronic interactive map of accessible facilities will be created.

Public transport tenders will require buses to be adapted for people with disabilities, and group I disabled persons will receive free public transport services. Further, practical measures will be taken to involve persons with disabilities in cultural, entertainment, and ceremonial events.

The presentation also highlighted the “Human” project, in collaboration with the World Bank, aimed at integrating vulnerable populations into society. This project will establish 55 multifunctional regional service centers and offer 20 types of social services. Additionally, four model inclusive vocational education centers will be established in Tashkent, Fergana, and Samarkand. The initiative will also train 5,000 social workers and develop a flexible legal framework for social services and assistance.

Another significant innovation is the introduction of the “social card” system, which will automate the processes of assigning, providing, monitoring, and evaluating social payments, subsidies, and services. Initially implemented in Tashkent city and Yangiyol district, it will be expanded to other regions next year. This system will consolidate 72 types of social services, 76 types of assistance, and approximately 200 benefits into a single electronic system, eliminating paper documents and saving time and money. A “social-digital passport” will also be introduced, reflecting the needs and capabilities of each family.

President Mirziyoyev has developed relevant documents to ensure the effective implementation of these measures and emphasized the importance of supporting vulnerable individuals in finding their place in society.
