Prime Minister Chính Chairs First September Law-Making Session

Hanoi, The Gulf Observer: Prime Minister Phạm Minh Chính on Monday underscored the need for legislation to both remove existing barriers and create an open yet manageable framework conducive to development, while chairing the Government’s first law-making session of the month to review and give feedback on nine draft laws.

The Prime Minister highlighted that the law-making process must strengthen the Party’s leadership, expand consultations with stakeholders, facilitate growth, serve the people, streamline administrative procedures, promote decentralisation, and remain closely aligned with realities on the ground.

He requested that draft amendments clearly articulate the reasons for revising or removing provisions, the necessity of decentralisation, and the rationale behind supplementing new clauses. All new laws, he said, must comprehensively reflect the Party’s guidelines, address practical challenges, incorporate expert and public feedback, assess policy impacts, adhere to procedures, and ensure sufficient resources for enforcement.

PM Chính emphasised that in parallel with drafting laws, relevant decrees and guidelines must be promptly issued to ensure implementation. He called for stronger inspection and supervision to prevent corruption and policy abuse, enhanced communication to build public consensus, improved human resources with proper incentives, and prioritisation of infrastructure for digitalisation, big data, artificial intelligence, and virtual assistants in both law-making and enforcement.

The Prime Minister also urged effective implementation of laws and resolutions adopted at the 15th National Assembly’s ninth session, particularly those aimed at removing institutional and policy bottlenecks to create breakthroughs in infrastructure and socio-economic development. He stressed that funding and personnel for law-making must be urgently allocated in line with Party and National Assembly documents, especially Resolution No. 197/2025/QH15 on special mechanisms for legal reform, which came into effect on July 1.

At the meeting, Government members discussed several draft amended and new laws, including the revised Personal Income Tax Law; amendments to the Law on High Technologies; the Law on Technology Transfer; the Law on Intellectual Property; the Law on International Treaties; the Law amending 10 laws related to security and order; the amended Law on Protection of State Secrets; the Law amending 15 laws on agriculture and environment; and the amended Press Law.

Particular focus was given to the draft amendments concerning security and order, as well as agriculture and environment, due to their broad impact. On the amended Press Law, Government members proposed provisions to support the development of the press in a professional, humane, and modern direction. Recommendations included defining the classification, roles, and functions of press agencies; distinguishing press management from social media; establishing mechanisms for major press organisations; and clarifying the rights and responsibilities of journalists and collaborators.

Concluding the session, PM Chính commended the Ministries of Public Security, Foreign Affairs, Finance, Culture, Sports and Tourism, Science and Technology, Agriculture and Environment, and other relevant agencies for their thorough preparation of draft laws. He acknowledged the responsible and constructive contributions of Government members and participants, and directed drafting agencies to promptly finalise the bills in accordance with the Law on Promulgation of Legal Documents for submission to the National Assembly at its 10th session in October.
