Prime Minister Chính Launches 500-Day Campaign to Complete 3,000 Kilometres of Expressways

Đắk Lắk Province, The Gulf Observer: Prime Minister Phạm Minh Chính inaugurated a 500-day emulation campaign on Sunday, aimed at completing 3,000 kilometres of expressways by the end of 2025. The launch ceremony, held in Đắk Lắk province, was linked via videoconference to 14 other cities and provinces where expressway construction is currently underway.

The campaign is a significant step toward fulfilling the goals set by the 13th National Party Congress, which prioritizes the development of synchronized infrastructure as a key strategic breakthrough. Speaking at the ceremony, Prime Minister Chính emphasized the importance of transport infrastructure as a critical pillar in achieving the country’s socio-economic development targets. The government aims to have 3,000 kilometres of expressways operational by 2025 and 5,000 kilometres by 2030.

Prime Minister Chính, who also chairs the Central Emulation and Commendation Council, highlighted the government’s ongoing efforts to accelerate investment in transport infrastructure. To date, Vietnam has completed approximately 1,000 kilometres of expressways, spanning 15 provinces and cities, bringing the total length to nearly 2,100 kilometres. Currently, over 1,700 kilometres are under construction, with plans to begin work on an additional 1,400 kilometres, covering 48 provinces and cities nationwide.

The 500-day campaign is designed to align with the goals set by the 13th National Party Congress and to pave the way for the upcoming 14th Congress, scheduled for early 2026. Prime Minister Chính called on Party committees, local administrations, and the entire political system to intensify their efforts in fulfilling this crucial task. He also urged public and business support nationwide to ensure the successful completion of the expressways.

Emphasizing the campaign’s significance, Prime Minister Chính stated that completing the expressways is a top political priority. Achieving this milestone by 2025 will not only meet the socio-economic development goals but also fulfill the public’s aspiration for a comprehensive and modern expressway network. He expressed confidence that, with the collective strength built over 40 years of renewal and the consensus and joint efforts of all stakeholders, the target of 3,000 kilometres of expressways will be met.

To ensure the success of the campaign, Prime Minister Chính issued specific directives to various ministries and agencies. The Ministry of Transport was instructed to closely monitor progress, while the Ministry of Finance and the Ministry of Planning and Investment were tasked with securing funding. The State Bank of Vietnam was directed to arrange financing for Public-Private Partnership (PPP) projects, and the Ministry of Natural Resources and Environment was charged with ensuring an adequate supply of construction materials.

Additionally, the Ministry of Agriculture and Rural Development will oversee the conversion of land for the projects, ensuring compliance with disaster prevention and climate change adaptation requirements. The Ministry of Construction is responsible for setting standards and ensuring the quality of the projects, while the Ministry of Industry and Trade will coordinate the relocation of technical infrastructure.

Prime Minister Chính also called for strengthened inspection and anti-corruption efforts to prevent waste and contract manipulation. The Ministry of Defence and the Ministry of Public Security were tasked with maintaining social order and safety, providing necessary support to investors and contractors. The Ministry of Home Affairs will oversee the implementation of the emulation movement, ensuring it is practical and effective.

In response to the campaign, leaders of various ministries, sectors, and corporations affirmed their commitment to developing action programmes and implementation plans to meet the December 31, 2025, deadline.
