Saudi Cabinet Approves Landmark Law on Non-Saudi Property Ownership

Jeddah, The Gulf Observer: The Cabinet of the Kingdom of Saudi Arabia, chaired by Crown Prince and Prime Minister Mohammed bin Salman, convened its weekly session on Tuesday in Jeddah and approved a new law regulating property ownership by non-Saudis.
The session commenced with a briefing by the Crown Prince on his recent discussions with Indonesian President Prabowo Subianto and a phone call received from German Chancellor Friedrich Merz. The Cabinet praised the outcomes of the inaugural meeting of the Saudi-Indonesian Supreme Coordination Council, highlighting the deepening of bilateral relations and the signing of agreements and memoranda of understanding between private sector entities. These covered sectors such as clean energy, petrochemicals, and aviation fuel services, aligning with both nations’ aspirations for an advanced economic partnership.
Acting Minister of Media Dr. Essam bin Saeed, in a statement to the Saudi Press Agency (SPA), stated that the Cabinet reviewed the Kingdom’s substantial contributions to global economic growth. The ministers reaffirmed Saudi Arabia’s commitment to multilateral cooperation and global market stability, including ongoing coordination with OPEC+ partners to ensure balance in the petroleum markets.
The Cabinet also welcomed the Kingdom’s upcoming hosting of the 21st General Conference of the United Nations Industrial Development Organization (UNIDO) in Riyadh this November. The event is expected to bring together international stakeholders to explore sustainable manufacturing, innovation, and technological transformation.
In a significant development, the Cabinet commended the unanimous adoption by the UN Human Rights Council of a Saudi-led resolution aimed at protecting children in the digital environment. The resolution is part of the global “Child Online Safety” campaign initiated by the Crown Prince and underscores the Kingdom’s leading role in advocating for a safer and more inclusive cyberspace for children worldwide.
The Cabinet further celebrated Saudi Arabia’s continued leadership in global cybersecurity rankings, as confirmed in the 2025 edition of the World Competitiveness Yearbook, reflecting the Kingdom’s strides in localizing technology and enhancing international collaboration. The ministers also noted that Saudi Arabia ranked first in the 2025 ICT Development Index issued by the International Telecommunication Union, affirming the strength of the Kingdom’s smart infrastructure and a burgeoning digital economy valued at SR495 billion.
The Cabinet expressed appreciation for recent achievements in combating narcotics, citing major security operations that have disrupted organized criminal networks engaged in the trafficking of illegal substances. These efforts form part of the Kingdom’s ongoing campaign to protect public health and safety.
Among other key decisions taken during the session were:
- Approval of the updated National Transport and Logistics Strategy, supporting the Kingdom’s broader Vision 2030 goals;
- Approval of the organizational structure of the General Authority for Irrigation;
- Official adoption of World Drowning Prevention Day, to be observed annually on July 25;
- Approval of a directive for the Social Development Bank to introduce a guarantee program targeting the Kingdom’s most financially vulnerable populations, facilitating access to funding from both the bank and other financial institutions.
The Cabinet concluded the session by reaffirming the government’s commitment to continuous reform, innovation, and strengthening of partnerships at both national and international levels.
