Tô Lâm Chairs Meeting on Breakthroughs in Education and Training Development

Hanoi, The Gulf Observer: Party General Secretary Tô Lâm on Tuesday presided over a meeting on the implementation of the Politburo’s Resolution No. 71-NQ/TW regarding breakthroughs in education and training development in Hanoi.
Speaking at the event, Minister of Education and Training Nguyễn Kim Sơn highlighted that Resolution No. 71-NQ/TW has drawn significant attention from teachers, parents, students, and experts. He noted that the strong consensus reflects widespread confidence that this is a timely and sound policy direction, reinforcing public trust in the sector’s ongoing reforms.
To ensure effective implementation, the Ministry has integrated the tasks and solutions outlined in the Resolution into three draft laws and two draft resolutions of the National Assembly (NA). These include: the draft law amending and supplementing several articles of the Education Law; the amended Law on Higher Education; the amended Law on Vocational Education; the National Target Programme on modernising and improving education and training quality for 2026–2035; and a report to the NA Standing Committee on supplementing the NA’s draft resolution on specific mechanisms and policies to realise Resolution No. 71.
In his concluding remarks, General Secretary Lâm underscored that concretising and developing a detailed action programme is vital to the resolution’s success. He stressed the importance of avoiding the situation where sound policies are undermined by ineffective implementation.
He assigned the Party Committee of the Ministry of Education and Training, in collaboration with relevant agencies, to incorporate feedback from the meeting, finalise the action programme, and submit it to the Government for approval.
The Party leader further emphasised that key components of Resolution No. 71—including legal and institutional reforms, national target programmes, and addressing long-standing shortcomings in the education sector—must be institutionalised with clearly defined responsibilities, concrete actions, and detailed timelines. He noted that tasks set for 2025 must be implemented promptly and effectively to demonstrate the resolution’s breakthrough impacts.
General Secretary Lâm affirmed that both the Party and the education sector expect the resolution to deliver immediate benefits, particularly for teachers and education managers, with the overarching goal of enhancing teaching and learning quality. He reiterated that the Party and State will devote full attention and resources to ensure the resolution’s objectives are met.
He also tasked the Party Central Committee’s Organisation Commission with studying and designing an appropriate Party organisational structure within the education sector, ensuring the Party’s direct and comprehensive leadership. Special emphasis, he added, should be placed on encouraging Party membership among students.
