Describing the diplomatic life in Turkmenistan as vibrant and engaging, Volynkin stated, “There are many events to which the diplomatic corps is always invited.” He spoke with particular enthusiasm about the annual bike ride led by President Serdar Berdimuhamedov, commemorating International Bicycle Day.
Living Conditions and Safety
Volynkin praised the living conditions in Turkmenistan, noting the high standards of food and industrial goods supply. “The living conditions are good, the supply of food and industrial goods is at the highest level,” he emphasized. He also highlighted the country’s exceptional safety, stating, “You can walk around Ashgabat at any time of the day or night without any worries.”
Foreign Policy and Neutrality
Discussing Turkmenistan’s foreign policy, the ambassador underscored the significance of the country’s status of permanent neutrality, which is supported by the international community. He noted that Turkmenistan is actively enhancing its relations with Russia and other nations, stating, “Turkmenistan is open to international and regional cooperation, building strategic partnerships.”
Cultural Diversity
Volynkin emphasized Turkmenistan’s multicultural character, mentioning the significant Russian, Armenian, and Azerbaijani diasporas. “All diasporas live in peace. The language of interethnic communication here is Russian,” he pointed out.

The ambassador expressed admiration for the country’s infrastructure development, particularly highlighting Ashgabat’s unique architecture. He described Ashgabat as a “wonderful white marble city” and praised the newly developed “smart city” Arkadag, which utilizes advanced technologies.

Volynkin shared his experiences traveling across Turkmenistan, mentioning notable attractions such as Ancient Merv in the Mary velayat and the Avaza resort area along the Caspian Sea coast.
