United States and Azerbaijan Sign MoU to Establish Strategic Partnership Working Group

Washington, D.C., The Gulf Observer: The Governments of the United States of America and the Republic of Azerbaijan have signed a Memorandum of Understanding (MoU) aimed at strengthening bilateral cooperation and laying the foundation for a future Charter on Strategic Partnership.
According to the agreement, a Strategic Working Group will be established within six months to develop the Charter, with a focus on three key areas: regional connectivity, economic investment, and security cooperation.
The MoU outlines priority areas of collaboration, including expanding energy and regional connectivity infrastructure, advancing artificial intelligence and digital partnerships, boosting trade and economic ties, and enhancing defense and counterterrorism cooperation.
The document, signed in Washington, D.C., specifies that the MoU will remain in effect for one year and may be extended by mutual agreement. Either side may discontinue participation with 60 days’ prior written notice, though ongoing projects will continue unaffected.
Both governments emphasized that the MoU does not create binding legal obligations under international or domestic law but reflects a shared intention to deepen cooperation across strategic sectors.
The signing of this MoU marks a significant step toward advancing U.S.–Azerbaijan relations through a structured framework for dialogue and partnership.
