Vietnam, Belarus Sign Protocol to Deepen Security Cooperation

Hanoi, The Gulf Observer: Vietnamese Minister of Public Security General Lương Tam Quang held talks on Wednesday with State Secretary of the Security Council of Belarus Volfovich Aleksandr Grigorievich in Hànoi, during which the two sides signed a protocol establishing a joint working group to enhance bilateral cooperation in the security sector.
General Quang noted that relations between Việtnam and Belarus have strengthened significantly since the elevation of ties to a Strategic Partnership in May 2025. Collaboration now spans a wide range of fields, including diplomacy, security and defence, science and technology, economy, education, transport, culture, and people-to-people exchanges.
In security and law enforcement, the minister highlighted that both countries have maintained regular delegation exchanges, effectively implemented existing agreements, and shared information on political, economic, and security matters. The two sides have also cooperated in verifying, apprehending, and extraditing criminals involving citizens of both nations.
General Quang praised the outcomes of the first security consultation held on December 2, co-chaired by Deputy Minister Lê Quốc Hùng and Deputy State Secretary Neverovsky Alexander Viktorovich. The consultation covered global and regional security developments, information security, cybersecurity, and identified several priority areas for future cooperation.
Given the increasingly complex global security landscape and rising traditional and non-traditional challenges, General Quang proposed continued implementation of the Việtnam–Belarus Strategic Partnership and the 2026–2028 cooperation roadmap. He called for stronger collaboration in the security industry, deeper security dialogue mechanisms, and enhanced exchanges between security and police forces.
He also emphasized the need for more direct cooperation, including regular delegation visits, joint verification of cases involving citizens of both countries, and mutual support at multilateral forums. Priority areas include operationalizing the newly signed protocol and expanding cooperation in non-traditional security fields such as high-tech crime prevention and climate resilience.
Việtnam is additionally seeking broader collaboration in cybersecurity training, fire prevention, firefighting, rescue operations, and the possible transfer of specialized technical equipment.
State Secretary Volfovich Aleksandr Grigorievich affirmed that security cooperation is a cornerstone of the Belarus–Việtnam Strategic Partnership. He expressed confidence that the new protocol will pave the way for expanded cooperation in counter-terrorism, combating transnational crime, information and cybersecurity, and professional training.
