Vietnamese Diplomatic Sector Directed to Advance ‘Bamboo Diplomacy’ for New Era of Global Engagement

Hanoi, The Gulf Observer: Prime Minister Phạm Minh Chính has called on Vietnam’s diplomatic corps to further elevate the country’s foreign affairs through the distinctive model of “bamboo diplomacy” — characterized by being “firm in objectives, flexible in strategies and tactics.”
The directive was issued during the Congress of the Party Committee of the Ministry of Foreign Affairs for the 2025–2030 term, held Tuesday morning in Hanoi.
Addressing the congress, PM Chính emphasized the pioneering, strategic, and core role of the diplomatic sector in implementing Vietnam’s foreign policy principles: independence, self-reliance, diversification, and multilateralisation.
He underscored that Vietnam must continue to be a reliable partner and responsible member of the international community, advocating peace, cooperation, and sustainable development. “Every diplomat must act as a soldier on the diplomatic front,” he declared.
The Prime Minister urged the diplomatic sector to stay alert and proactive in monitoring global and regional developments, maintaining comprehensive situational awareness. He emphasized the importance of providing timely strategic advice to the Party and State leadership to ensure Vietnam is never caught off guard by shifting international dynamics.
Diplomacy for National Development
Assigning key tasks for the new term, PM Chính directed the diplomatic sector to play an essential role in driving economic development. Diplomacy, he said, must contribute to building a resilient, independent economy, promoting sustainable and rapid socio-economic growth, and deepening international integration.
The Prime Minister stressed the harmonization of internal and external policies to support the country’s strategic transformation under the Party’s new resolutions, including Politburo’s Resolution No. 59 on foreign policy in the new era.
Among the priorities outlined were the development of a green, circular, and knowledge-based economy; diversification of export products, markets, and supply chains; and implementation of Vietnam’s three strategic breakthroughs — in institutions, infrastructure, and human resources.
He also highlighted the importance of nurturing a rich national identity that preserves Vietnam’s cultural values while engaging with global civilizations.
Recognizing Major Diplomatic Achievements
PM Chính praised the diplomatic sector’s achievements during the 2020–2025 term, including its bold reforms, commitment, and unity. Notably, Vietnam has expanded its diplomatic relations from 189 to 194 countries and now maintains 37 strategic or comprehensive partnerships.
The Prime Minister pointed out that for the first time, Vietnam holds strategic partnerships or higher with all five permanent members of the UN Security Council, all G7 countries, and 18 out of 20 G20 nations.
Vietnam has also taken on prominent roles in multilateral forums, particularly ASEAN and the United Nations. Hà Nội is set to host the signing ceremony of the world’s first UN Convention on Cybercrime in October 2025.
He commended the successful “vaccine diplomacy” campaign, which enabled Vietnam to secure early access to COVID-19 vaccines and expedite economic reopening.
PM Chính also highlighted advancements in economic diplomacy, cultural diplomacy, foreign information efforts, citizen protection, and consular services.
Party Leadership and Structural Reforms
Deputy Prime Minister and Foreign Minister Bùi Thanh Sơn, who also serves as Secretary of the Ministry’s Party Committee, reported that the 2020–2025 term marked a significant restructuring. This included the unification of the Ministry’s Party Committee with the Overseas Party Committee of the Party Central Committee’s Commission for External Relations and the assumption of new responsibilities from the National Assembly’s Committee for Foreign Affairs.
He credited the sector’s achievements to strong political will, enhanced coordination, and commitment to comprehensive and effective diplomacy. The Foreign Minister reiterated that the diplomatic service had become more professional, modern, and responsive, with the political capability, integrity, and performance of Party members markedly improved.
Vision for the 2025–2030 Term
Looking ahead, DPM Sơn emphasized that Vietnam is entering a transformative stage in national development amid a highly complex global environment.
He reaffirmed the sector’s commitment to uphold the traditions of diplomacy while innovating in the practice of Party diplomacy, State diplomacy, and people-to-people diplomacy.
The Ministry’s Party Committee pledged to lead the diplomatic service in building a clean, strong, and modern institution that supports Vietnam’s centennial goals — marking 100 years of the Communist Party of Vietnam in 2030 and the 100th anniversary of national independence in 2045.
