Xi Jinping Stresses Key Priorities for High-Quality Development
Beijing, The Gulf Observer: Chinese President Xi Jinping emphasized the imperative of enhancing the guarantee ability of the land element for the high-quality development of regions with competitive strengths. This directive was issued during the fourth meeting of the central commission for deepening overall reform of the 20th CPC Central Committee, which President Xi presided over.
The meeting addressed crucial issues, including the reform of the land administration system, promotion of overall green transition in China’s economic and social development, improvement of grassroots emergency management capacity, and acceleration of fundamental systems supporting comprehensive innovation.
President Xi highlighted the need to optimize the land administration system, ensuring effective coordination with macroeconomic policies and regional development for precise and efficient land utilization in regions with competitive advantages. The objective is to guarantee high-quality development.
The meeting discussed China’s commitment to the overall green transition, emphasizing a comprehensive, coordinated, innovative, and sound approach. Aligning with national goals, efforts will be directed towards peaking carbon emissions before 2030 and achieving carbon neutrality before 2060. President Xi emphasized the integration of green development concepts throughout the entire process of economic and social development.
Strengthening grassroots emergency management capacity was underscored as essential to promptly and effectively handle various disasters and accidents, securing the bottom line of safety. Accelerating the building of basic systems for comprehensive innovation was also highlighted, addressing outstanding issues hindering the deep integration of science and technology with the economy.
The meeting reviewed and adopted guidelines on fiscal, tax, financial, investment, and pricing policies, emphasizing market-oriented mechanisms to support green and low-carbon transformation. Policy support and institutional guarantees for green transformation were deemed crucial.
President Xi, along with members of the Standing Committee of the Political Bureau of the CPC Central Committee, emphasized the importance of improving fiscal, tax, financial, investment, and pricing policies, and market-oriented mechanisms to support green and low-carbon transformation. The meeting called for enhancing the guarantee mechanism, increasing basic investment, and strengthening emergency response and rescue capacities tailored to local conditions.
In the context of comprehensive innovation support, the meeting called for a policy alignment assessment of newly unveiled measures and systems to ensure policy synergy.
