Azerbaijan and Brazil Launch “Baku to Belém Roadmap” to Boost Global Climate Finance at COP30

Belém, The Gulf Observer: Azerbaijan and Brazil jointly presented the “Baku to Belém Roadmap” at the 30th Session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP30), held in Belém, Brazil, from November 10 to 22. The initiative aims to advance the global climate finance target to US$1.3 trillion, in accordance with the Baku Climate Finance Goal adopted during COP29.

Azerbaijan’s delegation to the COP30 Leaders’ Summit, held on November 6–7, was led by Speaker of the Milli Majlis Sahiba Gafarova, who delivered the national statement on behalf of the Republic of Azerbaijan and held several bilateral meetings with world leaders, the Ministry of Foreign Affairs reported.

At the official opening of COP30, the presidency of the conference was formally transferred from Azerbaijan to Brazil. COP29 President and Representative of the President of Azerbaijan on Climate Issues Mukhtar Babayev addressed the opening session, highlighting the historic outcomes of COP29 in Baku and outlining the progress made under Azerbaijan’s presidency. Babayev also participated in multiple events and engaged in bilateral meetings with heads of delegations.

The Ministry of Foreign Affairs delegation took part in both the Leaders’ Summit and the main conference. Throughout COP30, Azerbaijan actively participated in negotiations on key draft decisions to be adopted at the conclusion of the event. Azerbaijan was entrusted with facilitating and coordinating negotiations on two significant decisions.

Acting upon the mandate of COP30 President André do Lago, Azerbaijan’s Deputy Foreign Minister Yalchin Rafiyev and Brazil’s Deputy Foreign Minister Mauricio Lyrio conducted intensive 12-day consultations with candidate countries Türkiye and Australia regarding the host country for COP31. Following the negotiations, the decision was made to award the hosting rights for COP31 to Türkiye.

In another key mandate, Azerbaijan and Norway were appointed by the COP President to jointly coordinate documents relating to the Global Stocktake (GST) under the Paris Agreement. The negotiations were co-facilitated by Deputy Foreign Minister Yalchin Rafiyev and Norway’s Minister of Climate and Environment Andreas Bjelland Eriksen. After extensive consultations with negotiating groups, both countries submitted their recommendations to the Brazilian Presidency, contributing to the finalization of the GST decisions.

As part of its COP29 Presidency Action Agenda, Azerbaijan organized five thematic events focusing on peace and migration, water, health, cities, and climate transparency. The country also co-organized events on renewable energy, hydrogen, and sustainable agriculture.

Culminating its extensive engagement at COP30, Azerbaijan, together with Brazil, officially presented the “Baku to Belém Roadmap,” a strategic framework designed to strengthen global efforts to scale up climate finance and support ambitious climate action worldwide.
