Chinese ACFIC and Precise Development (HK) Ltd, China Delegation Visited Habib Rafiq (Pvt.) Limited (HRL) in Islamabad

Islamabad, The Gulf Observer: On 26th October 2025, a Chinese business delegation from the All-China Federation of Industry and Commerce (ACFIC) and Precise Development (HK) Limited, China, visited Habib Rafiq (Pvt.) Limited (HRL) in Islamabad. The visit was part of the delegation’s ongoing engagements in Pakistan aimed at exploring business partnerships and investment opportunities in key development sectors.
The Chinese delegation included Mr. Yi Jiang, Director, All-China Federation of Industry and Commerce (ACFIC), Mr. David Chu, Chief Executive Officer, Precise Development (HK) Limited, China; and Ms. He He Amanda, Director of Precise Development (HK) Limited, China. From Pakistan, Mr. Khalid Taimur Akram, Director (Eurasian Region) of Precise Development (HK) Limited, China, also attended the meeting.
The delegation met with HRL’s senior management, who briefed them on the company’s legacy of excellence in engineering, construction, infrastructure development, and industrial projects across Pakistan and internationally. The discussions provided an excellent platform to exchange insights on collaborative investment prospects, technology transfer, and sustainable development practices in Pakistan’s growing construction and real estate sectors.
The Chinese business delegation also visited Capital Smart City, one of HRL’s flagship projects, recognized as Pakistan’s first smart city development and a pioneer in sustainable urbanization. The HRL management team presented an in-depth overview of Capital Smart City’s innovative planning, digital infrastructure, and eco-friendly design, emphasizing how it is setting new benchmarks for intelligent and sustainable urban living in Pakistan.
The Chinese delegation appreciated HRL’s contribution to Pakistan’s infrastructure and housing development, particularly the vision and innovation behind Capital Smart City. They expressed interest in exploring avenues for joint ventures, smart infrastructure collaboration, and technology-based urban solutions.
Both agreed to strengthen cooperation in construction technology, real estate development, renewable energy integration, and smart city infrastructure, reflecting their shared commitment to sustainable development and the Pakistan–China economic partnership.
