Chinese Premier Emphasizes Law-Based Governance
Beijing, The Gulf Observer: Chinese Premier Li Qiang underscored the necessity of enhancing the government’s ability to work and address problems in accordance with the law, calling for solid progress in building a law-based government. His remarks were made during a study session held by the State Council on Wednesday.
Premier Li urged government officials to heighten their awareness of the rule of law and to perform their duties in compliance with legal standards, ensuring that government operations are law-based. He emphasized the need to improve legislation so that administrative actions have a solid legal foundation. Laws and regulations that do not meet the requirements of reform and development should be promptly revised or abolished, he stated.
Highlighting a problem-oriented and responsive approach to legislation, Premier Li stressed that new laws should assist enterprises and the public in resolving practical issues. He also advocated for an impartial but flexible approach to law enforcement, ensuring that administrative discretion is standardized, punishment standards for offenses are consistent, procedures are fair, and outcomes are reasonable.
Li Qiang also emphasized refining the supervision system for administrative powers to enhance accountability and transparency in governance.
The study session included a lecture by Ma Huaide, president of the China University of Political Science and Law. Vice Premier Ding Xuexiang, He Lifeng, and State Councilor Wu Zhenglong participated in the discussion, reflecting a high-level commitment to strengthening legal frameworks and governance practices in China.
