Hanoi Launches Three Key Digital Platforms

Hanoi, The Gulf Observer: In a significant stride toward implementing the Politburo’s Resolution 57 on science, technology, innovation, and national digital transformation, three major digital platforms were officially launched on Wednesday in Hanoi. The launch was presided over by General Secretary of the Communist Party of Vietnam Tô Lâm and Prime Minister Phạm Minh Chính during the Central Steering Committee’s mid-year review conference.

The newly launched platforms include:

  1. The Communist Party of Việt Nam’s Electronic Information Portal — The Party’s official digital communication channel, serving as a multidimensional platform for Party-building activities, public guidance, and connecting Party members, officials, and the public. The portal provides comprehensive updates on Party and State leadership, major policy directions, and daily operations of central agencies.
  2. Monitoring and Evaluation Information System for Resolution 57 — A platform that facilitates trial deployment of new initiatives, technologies, and policies before nationwide implementation, thereby supporting evidence-based and phased policy-making.
  3. Information System for Receiving and Processing Feedback and Proposals — This interactive platform enables individuals and organizations to submit feedback, innovative ideas, and policy proposals on science, technology, innovation, and digital transformation. It also hosts an online forum for dialogue between policymakers, experts, and members of the Steering Committee.

Speaking at the event, Party General Secretary Tô Lâm emphasized that Resolution 57 represents a strategic breakthrough, laying the foundation for rapid, sustainable national development in the era of digital transformation. He stated that the digital platforms are vivid illustrations of the Party’s determination to shift from traditional methods to a modern, data-driven, and performance-based governance model.

“These platforms mark the transition toward scientific, transparent, and effective management, enabling real-time oversight and clearly defined individual and institutional responsibilities,” Lâm stated. “In 2025, Việt Nam is not only laying the foundation for long-term advancement but is also deploying digital transformation initiatives immediately to spur socio-economic growth, targeting GDP growth of 8 per cent or more.”

He further stressed the urgent nature of some of the committee’s tasks, highlighting the need to balance long-term strategic planning with immediate implementation.

According to the committee’s mid-year report, key achievements in the first half of 2025 include:

  • Deployment of 12,106 5G base stations, now covering over 26% of the population, with the goal of reaching 90% coverage by the end of 2025;
  • Accelerated construction of national-scale data centers to strengthen the digital infrastructure from central to local levels;
  • The country now hosts 858 science and technology enterprises, 45 high-tech firms, and more than 73,000 digital technology companies;
  • Leading technology companies such as Viettel, VNPT, FPT, and CMC have actively contributed to policy formulation and project execution, signifying broad-based societal participation in Resolution 57’s implementation.

The committee outlined several key priorities for the remainder of the year, including:

  • Achieving 100% digital reporting capability at the commune level to reduce reliance on paper documentation and enhance administrative efficiency;
  • Addressing mobile and power service gaps in underserved regions;
  • Ensuring comprehensive 5G coverage for over 90% of the population by the end of 2025.

The launch of these digital platforms reflects a transformative approach to governance and underscores Vietnam’s commitment to embracing science, innovation, and digitalization as engines of national development.
