Lương Cường Meets Putin in Beijing to Strengthen Bilateral Ties

Beijing, The Gulf Observer: Vietnamese State President Lương Cường held a meeting with Russian President Vladimir Putin in Beijing on Wednesday, on the sidelines of his working trip to China and participation in the 80th anniversary commemoration of the world people’s victory over fascism.
President Cường expressed his pleasure at meeting President Putin for the first time in his capacity as head of state, emphasizing that the Vietnamese Party, Government, and people attach deep value and gratitude to the support extended by the former Soviet Union and today’s Russia during Vietnam’s struggle for independence, reunification, and subsequent national development and defence.
He conveyed thanks to President Putin and the Russian people for their congratulations and the participation of a Russian honour guard in the military parade celebrating Vietnam’s 80th National Day on September 2. President Cường also outlined Vietnam’s long-term strategic development goals toward the centenaries of the Party’s founding and the country’s establishment, reaffirming that Vietnam attaches great importance to its relations with Russia and supports its constructive global role.
The Vietnamese leader welcomed Russian companies to explore new investment opportunities in Vietnam’s industrial zones and highlighted potential cooperation in pharmaceuticals, information technology, and digital technologies.
President Putin, for his part, congratulated Vietnam on its 80th National Day and commended the country’s significant achievements in national development. He underlined that Russia values its traditional friendship and multifaceted cooperation with Vietnam, expressing confidence that the nation will continue to contribute actively to regional and global peace, cooperation, and development.
The two leaders reviewed progress since President Putin’s state visit to Vietnam in June 2024 and Party General Secretary Tô Lâm’s official visit to Russia in May 2025. They agreed to further consolidate political and diplomatic ties, step up high-level exchanges, and effectively implement bilateral agreements.
Both sides pledged to elevate economic and investment cooperation, actively implement the Vietnam–Russia cooperation roadmap through 2030, and enhance trade by opening markets to each other’s exports. They also agreed to strengthen collaboration in oil, gas, and energy, with continued support for joint ventures such as Vietsovpetro and Rusvietpetro, and to accelerate negotiations on nuclear power cooperation.
Additionally, the leaders highlighted the importance of expanding cooperation in defence-security, marine science, cybersecurity, satellite internet governance, health care, education and training, transport, tourism, and people-to-people exchanges.
Vietnam and Russia also reaffirmed their commitment to close coordination at regional and international forums, particularly the United Nations and ASEAN, to advance shared interests and contribute to global peace and stability.
