Morocco Launches MAD 820 Million Plan to Transform Ouarzazate into a Sustainable Cultural Tourism Hub

Rabat, The Gulf Observer: The Ministry of Tourism, Handicraft, and Social and Solidarity Economy announced on Monday an ambitious acceleration plan aimed at positioning Ouarzazate as a leading destination for sustainable and cultural tourism.

Backed by a total investment of MAD 820 million ($75 million), the initiative forms part of the government’s 2023–2026 tourism roadmap, which focuses on three strategic pillars: strengthening hotel infrastructure, enhancing cultural and entertainment attractions, and improving air connectivity. The allocated funds will primarily support the first two areas.

As part of the programme, the government has launched a major rehabilitation plan to modernize and expand Ouarzazate’s hotel sector. Nine strategic hotels that had previously closed have now found new operators, while two key properties — Karam Residence and Amanar Hotel — have already reopened.

The initiative will add nearly 1,800 new hotel beds, alongside a standards-compliance operation involving 75 establishments, which is expected to provide an additional 1,400 classified beds.

To diversify the city’s cultural offerings, the plan includes the renovation of Jemma El Fna Square and Kasbah of Taourirt Square, both of which will be transformed into modern cultural and heritage spaces by the end of this year. The first cultural events at these sites are scheduled to launch in October 2025.

At the UNESCO World Heritage site of Ksar Aït Benhaddou, authorities will develop two new squares designed for exhibitions and cultural activities. Construction tenders have been issued, with openings expected in the second half of 2026.

The Go Siyaha programme is also contributing to regional development, supporting 35 innovative projects across the Ouarzazate region, ranging from authentic lodging options to immersive cultural experiences.

In parallel, air connectivity to Ouarzazate has seen substantial improvements. The introduction of a direct Ouarzazate–London route and expanded flight capacity from France and Spain have increased total available seats by 33% compared to 2019. Officials are now studying the launch of additional routes to further enhance the city’s accessibility.

Early indicators suggest strong progress, with airport arrivals rising 34% through August 2025 compared to the same period in 2019. Authorities expect the plan’s full impact to be realised by 2026, once all infrastructure and cultural projects are completed.

The acceleration plan underscores Morocco’s broader commitment to promoting sustainable, inclusive, and experience-driven tourism, positioning Ouarzazate as both a cultural gateway to southern Morocco and a model for environmentally responsible tourism development.
