Morocco Leads North Africa in 2025 Global Citizenship Report

Rabat, The Gulf Observer: Morocco has been ranked 100th out of 165 countries in the 2025 Global Citizenship Report published by CS Global Partners, securing an overall score of 50.5 out of 100. Despite its position in the lower tier of the global rankings, Morocco emerged as the top-performing country in the North African region.
The annual report evaluates global citizenship based on five key indicators: quality of life, safety and stability, economic opportunities, freedom of movement, and financial freedom. These criteria are designed to assess a country’s appeal to high-net-worth individuals and investors seeking alternative citizenship options.
Regional Leader with Varied Performance
In North Africa, Morocco outperformed its regional counterparts, ranking ahead of Tunisia (103rd), Algeria (105th), Egypt (106th), and Libya (125th). However, the country’s overall performance varied significantly across the assessed categories.
In the quality of life category—which considers access to healthcare, education, and environmental services—Morocco ranked 95th with a score of 62.2. While relatively stronger than some neighboring countries, this score highlights that the kingdom still falls short of meeting the expectations of global investors and individuals seeking enhanced social welfare standards.
The country scored 52.7 points in safety and stability, placing it 102nd globally. This reflects concerns over regional and geopolitical tensions that impact both citizen security and foreign investment sentiment.
Strength in Economic Opportunities, But Mobility Remains Limited
Morocco’s most notable performance came in economic opportunities, where it ranked 59th with a score of 56.1. The report highlighted Morocco’s industrial growth—particularly in the automotive and renewable energy sectors—as factors contributing to its economic potential. However, ongoing bureaucratic inefficiencies and underdeveloped financial infrastructure continue to hinder the country’s ambition to become a regional economic hub.
In contrast, Morocco performed poorly in freedom of movement, ranking 90th with a score of just 29.9. The limited visa-free or visa-on-arrival access provided by the Moroccan passport remains a significant drawback for investors prioritizing global mobility.
In the financial freedom category, Morocco ranked 89th with a score of 46.9. Challenges such as restrictive taxation policies, capital movement limitations, and insufficient administrative digitization continue to affect the country’s financial competitiveness.
Global Context
Switzerland secured the top spot in the 2025 report, scoring 85.0 points, largely due to its political neutrality, economic stability, and exceptional quality of life. Other top performers included countries with strong governance, global mobility, and advanced financial systems.
While nations such as China and India demonstrated improvements in economic opportunity, their overall rankings remained modest due to persistent issues related to transparency, rule of law, and personal freedoms.
Outlook
The 2025 Global Citizenship Report underscores Morocco’s potential as a regional leader, especially in economic development. However, significant reforms in governance, mobility, and financial systems will be required for the country to enhance its global citizenship appeal and move into a more competitive tier on the international stage.
