New Tashkent to be Built

Tashkent, The Gulf Observer: According to the Resolution of President of Uzbekistan “On measures to create the city of New Tashkent”, a new city will be built on 19,720.9 hectares of land separated from the Uryochirchiq and Urtachirchiq districts of Tashkent region.

For the prompt and high-quality development of the project, the company Meinhardt Pte. Ltd. (Singapore), Foster and Partners (the United Kingdom), and OMA (the Netherlands) and practical work has already begun.

According to the Resolution, by September 1, 2023, the Directorate for the Creation of the city of New Tashkent will be established.

The Directorate will develop a master plan, sectoral plans, and target programs for developing the territory of New Tashkent with the participation of leading foreign and domestic design organizations based on practices successfully tested in foreign countries.

At the same time, the Directorate is entrusted with the following tasks:

  1. Negotiating with investors on the implementation of projects in the territory of New Tashkent, their selection, conclusion of contracts with them, and control of their implementation with the definition of investment and social obligations.
  2. Conclusion of agreements on compliance with special technical conditions for the performance of design and survey, construction and installation works, and control over their implementation.
  3. Performing the function of a customer in the construction of social facilities, as well as engineering and communication networks, road and transport infrastructure;
  4. Attracting domestic and foreign companies with extensive experience in the construction of modern houses, providing them with mandatory instructions on the use of modern methods, energy-efficient technologies, and building materials.
  5. Use of the constructed engineering and communication networks, road transport infrastructure as a single operator, and the conclusion of contracts with consumers for the provision of services.
  6. Organization of presentation events and a comprehensive advertising campaign in local and foreign media and on the Internet to attract potential investors, including foreign ones, to the construction.

As part of the implementation of projects to create New Tashkent, until January 1, 2027, the Directorate, investors, the general project, and general contractors will be exempt from paying customs duties on construction machinery, equipment, components, and spare parts imported from abroad according to the lists formed in the established manner, not produced in the Republic of Uzbekistan.
