PM Chính Calls for Stronger Policies to Engage Overseas Vietnamese in National Development

Hanoi, The Gulf Observer: Prime Minister Phạm Minh Chính on Thursday called for continued improvement of institutions, policies and laws related to overseas Vietnamese (OVs), stressing the need to create more favourable conditions for them to participate in the country’s political and socio-economic life while ensuring their legitimate rights, interests and aspirations.

Addressing a national conference reviewing the implementation of Resolution No. 36-NQ/TW on overseas Vietnamese affairs and related guiding documents of the Politburo and the Secretariat, the prime minister reaffirmed that overseas Vietnamese are an inseparable part of the Vietnamese nation and an important source of national strength. The conference was connected online with 98 Vietnamese missions abroad.

PM Chính noted that after more than 20 years of implementing Resolution No. 36-NQ/TW, the Party and State have paid increasing attention to overseas Vietnamese communities, creating more favourable conditions for their development. He said the bond between the Party, the State and the people at home with Vietnamese compatriots abroad has been strengthened in a more practical and substantive manner.

He highlighted that the Resolution has provided a solid political foundation and legal framework enabling overseas Vietnamese to integrate and contribute to their host countries while maintaining close ties with the homeland. It has also improved the protection of their legitimate rights and interests and facilitated their participation in Vietnam’s sustainable development.

Reviewing key achievements, the prime minister underlined that the overseas Vietnamese community has expanded rapidly and continues to thrive, with nearly 6.5 million Vietnamese people living in more than 130 countries and territories. He said the Resolution has helped mobilise intellectual resources and shifted the approach from primarily humanitarian support to prioritising long-term national development, thereby opening new opportunities for overseas Vietnamese to contribute to national construction.

PM Chính stressed the importance of ensuring the Party’s comprehensive, direct and absolute leadership over overseas Vietnamese affairs, alongside the effective implementation of the Party’s strategic resolutions. He emphasised the need for close direction and management by authorities at all levels, active engagement of the legislative body, and broad participation of the people, including those living abroad.

The prime minister also called for continued innovation in overseas Vietnamese affairs in the new context through creative and effective approaches. He urged the development of modern digital communication channels to strengthen connections with the homeland, the creation of a favourable working environment and preferential policies to attract Vietnamese intellectuals and experts, and the promotion of their role in connecting and attracting investment to Vietnam.

Relevant agencies, he said, must continue to effectively carry out citizen protection, safeguard the legitimate rights and interests of overseas Vietnamese communities—particularly in difficult areas or conflict and disaster zones—strengthen legal assistance, disseminate Vietnamese and host-country laws, and enhance information channels, support centres and assistance mechanisms for Vietnamese workers abroad.

PM Chính reaffirmed the resolve to combat acts that exploit the overseas Vietnamese community to undermine the Party and the State, while implementing concrete measures to reduce violations of Vietnamese and host-country laws committed by Vietnamese citizens in certain localities.
