President Ilham Aliyev Appoints New Regional Executives, Emphasizes Integrity, Public Service, and Accountability

Baku, The Gulf Observer: President of the Republic of Azerbaijan Ilham Aliyev received and officially appointed Jeyhun Jalilov as the Plenipotentiary Representative of the President in the Nakhchivan Autonomous Republic, Elkhan Ibrahimov as Head of the Executive Authority of Nasimi District of Baku, Natig Agayev as Head of the Executive Authority of Balakan District, Orkhan Mursalov as Head of the Executive Authority of Goychay District, Elvin Pashayev as Head of the Executive Authority of Gakh District, Vugar Novruzov as Head of the Executive Authority of Goygol District, and Elshan Hasanli as Head of the Executive Authority of Kurdamir District.
Addressing the newly appointed officials, President Aliyev underscored the principles of public service, humility, and strict accountability, noting that each appointee carries a high level of trust and responsibility.
“Great confidence has been placed in you, and I am sure you will live up to it through hard work and dedication,” the head of state said. “Above all, serve the people, stay close to them, and conduct yourselves — and your families — in a manner that brings respect to the state.”
President Aliyev reaffirmed his zero-tolerance stance on corruption, emphasizing that officials who engage in unlawful practices will be held accountable. He urged the new leaders to combat such behavior decisively, to form professional and ethical teams, and to justify his confidence through effective and transparent governance.
The president noted that Azerbaijan’s key regional infrastructure projects — including those related to electricity, transport, and water supply — have largely been completed, bringing significant improvements to citizens’ daily lives. He pointed out that nearly all major cities now have modern hospitals, schools, and social facilities constructed under state-funded regional development programs.
President Aliyev also highlighted the importance of employment creation, support for entrepreneurship, and environmental protection, stressing that local leaders must focus on boosting job opportunities and preventing rural-to-urban migration by promoting agricultural and tourism development.
“In the regions, employment must remain a top priority. The development of local production not only ensures jobs but also strengthens regional economies,” he stated, adding that environmental protection and regulation of illegal activities — such as unauthorized land use and resource extraction — must be treated as essential duties.
The Azerbaijani leader reiterated that any illegal instruction from higher authorities must be immediately reported, assuring that the government’s ongoing reform and anti-corruption measures have significantly improved governance standards.
“Visit all the villages, stay close to the people, and ensure that justice and fairness prevail everywhere,” he instructed. “Those who fail to serve the public and instead pursue personal enrichment will face consequences.”
Expressing gratitude for their appointments, the newly assigned officials pledged loyalty and commitment to fulfilling the president’s directives and upholding the values of service, honesty, and dedication to national development.
Concluding the meeting, President Ilham Aliyev extended his best wishes, saying, “I am confident that you will justify this high trust with your work and win the people’s respect. I wish you success.”
