Khojaly District

Khojaly, The Gulf Observer: The President of the Republic of Azerbaijan Ilham Aliyev on Thursday visited the village of Tazabina in Khojaly district to inspect ongoing restoration works, including individual housing projects and vital infrastructure development.

During the visit, President Aliyev toured the residence of Mahammad Farajov, one of the recently resettled residents in the village. Elchin Yusubov, the Special Representative of the President in the city of Khankendi and the Aghdara and Khojaly districts, presented a comprehensive briefing on the progress and upcoming phases of reconstruction.

According to Yusubov, the reconstruction plan envisions the completion of 197 individual houses by the end of 2025, with an additional 159 homes scheduled for delivery in 2026. As part of the resettlement program, 28 families — comprising a total of 125 people — returned to Tazabina on July 14, 2025.

The redevelopment initiative also includes the establishment of modern social infrastructure. Ongoing efforts feature the restoration of a 15.5-kilometer, 10 kV power line with metering systems; the laying of an 11.4-kilometer natural gas pipeline alongside repairs to a 1.2-kilometer segment; the refurbishment of a 300-cubic-meter water reservoir and the local drinking water network; and the installation of a 16-kilometer communication line to deliver fixed telephone, internet, and IPTV services.

Additionally, 3,100 meters of internal village roads have been newly paved with asphalt. Work is also underway to restore and upgrade preschool and general education facilities. Major renovations are ongoing at the village’s ambulatory medical center and the central market. A modern 1-hectare recreational park has been established to enhance the quality of life for returning residents.

Tazabina village, located within the administrative boundaries of the Khojaly district, was occupied by Armenian armed forces in 1992. It was liberated in September 2023 during anti-terror operations carried out by the Azerbaijani Armed Forces.

The restoration of Tazabina stands as part of Azerbaijan’s broader efforts to revitalize liberated territories and ensure the safe and dignified return of displaced citizens.
