Prime Minister Chính Pledges Strong Support for Semiconductor Investment at SEMIEXPO 2025 in Hanoi

Hanoi, The Gulf Observer: Prime Minister Phạm Minh Chính reaffirmed Việt Nam’s commitment to ensuring macroeconomic stability, a favorable investment climate, and comprehensive support for global investors, during a meeting with a delegation from the Semiconductor Equipment and Materials International (SEMI) on November 6 in Hanoi.

The meeting, held on the sidelines of the 2025 SEMIEXPO, brought together 32 executives from SEMI and its member companies representing over 3,700 firms across the global semiconductor supply chain.

Prime Minister Chính said that Việt Nam is pursuing a model of rapid and sustainable growth based on green, circular, digital, and knowledge-driven economies, with science, technology, and innovation—particularly semiconductors—serving as key drivers.

He noted that Việt Nam aims for a GDP growth rate of at least 8 percent in 2025, with double-digit expansion in the years ahead, emphasizing the importance of international cooperation in finance, technology transfer, talent development, and management expertise.

The Prime Minister cited Party General Secretary Tô Lâm’s directive that Việt Nam must achieve fast and sustainable growth through science, technology, innovation, and digital transformation, building technological autonomy and competitiveness in strategic sectors such as semiconductors.

Việt Nam has already issued a National Semiconductor Industry Development Strategy through 2030, with a vision to 2050, alongside a workforce development plan and a list of 11 strategic technologies and technological products. The country plans to inaugurate its first semiconductor chip manufacturing facility in 2026, marking a milestone in its industrial transformation.

Prime Minister Chính called on SEMI and global industry leaders to strengthen confidence in Việt Nam’s investment environment and expand their presence in the country. He urged international partners to propose cooperative mechanisms that support mutual benefits, the development of a full semiconductor ecosystem, and the establishment of research and development hubs.

He also highlighted Việt Nam’s goal to move beyond testing and packaging into chip design, fabrication, and manufacturing, coupled with training high-quality engineers and integrating local enterprises into global semiconductor supply chains.

Việt Nam, he said, will continue refining its legal and regulatory frameworks, developing modern infrastructure, improving governance and workforce quality, and streamlining administrative processes. The government is working to launch a national one-stop investment service portal to facilitate investor access and coordination.

Prime Minister Chính emphasized that Việt Nam’s approach is founded on “balanced benefits and shared risks,” guided by the principles of mutual understanding, shared vision, and collective success.

Dutch Ambassador to Việt Nam Kees Van Baar, who also serves as Chairman of the Southeast Asia Semiconductor Association, along with representatives of leading international semiconductor companies, commended Việt Nam’s rapid socio-economic progress and forward-looking strategy for the semiconductor sector, which aligns closely with global industry trends and SEMI’s mission.

Delegates expressed confidence in Việt Nam’s semiconductor development policies and called for further simplification of administrative procedures, greater regulatory clarity, and improved access to English-language investment services. They also underscored the need for clean energy, digital infrastructure, and enhanced coordination across the semiconductor value chain, from research and development to manufacturing, packaging, and artificial intelligence applications.

Industry leaders encouraged Việt Nam to establish a national semiconductor association to connect the government, industry, and academia—fostering cooperation in policy design, research, training, and supply chain development—to position Việt Nam as a prominent regional and global semiconductor hub.
