Islamabad, The Gulf Observer: The Gulf Observer and The Gulf Observer Research Forum and the Embassy of the Republic of Turkmenistan in Pakistan, organized a Round Table Conference at the National Language Promotion Department (NLPD), Islamabad, on 28th October, 2025 to commemorate the 30th Anniversary of Turkmenistan’s Permanent Neutrality — a cornerstone of Turkmenistan’s foreign policy and a beacon of peace, dialogue, and cooperation in the modern world. Ms. Yusra Nisar delivered a speech at the Round Table Conference commemorating the 30th Anniversary of Turkmenistan’s Neutrality, celebrated in the Year of Peace and Trust.

Assalamualaikum and a very good afternoon!
It is a great honor to stand before you today at this Round Table Conference dedicated to the 30th anniversary of Turkmenistan’s Neutrality, being celebrated in the Year of Peace and Trust. This occasion gives us a chance not only to celebrate a nation’s remarkable journey but also to reflect on the universal values that Turkmenistan’s experience represents i.e., peace, stability, and mutual trust among nations.
Thirty years of independence is a significant milestone for any country. It marks a generation’s worth of progress, development, and identity-building. In the case of Turkmenistan, these three decades have been guided by a clear vision: to create a strong and self-reliant nation based on the principles of neutrality, peace, and cooperation.
Thirty years ago, in 1995, Turkmenistan made history when the United Nations General Assembly adopted a special resolution recognizing the permanent neutrality of Turkmenistan. This was a remarkable moment, as it marked the first time in history that the UN granted such status to a member state.
For Turkmenistan, neutrality is not just a political position, it is a philosophy of peace, a philosophy that provides the basis for Turkmenistan’s foreign and domestic policy. It reflects the country’s belief that trust, mutual respect, and cooperation can bring stability to nations and regions.
This policy of neutrality has allowed Turkmenistan to be a reliable partner to its neighbors and the international community. Over the past three decades, Turkmenistan has shown that peace and independence can go hand in hand, and that neutrality can be a positive and active force for progress.
All these years, Turkmenistan has followed its neutral policy consistently and successfully. The result are clear: development, stability, and respect from the global community.
Because of its neutral status, Turkmenistan has avoided conflicts and built good relations with all neighboring states. It has served as a bridge of dialogue between different cultures and regions. The United Nations recognized Turkmenistan’s importance by establishing the UN Regional Centre for Preventive Diplomacy for Central Asia in Ashgabat. This center helps nations of the region work together to prevent conflict and strengthen peace—a reflection of Turkmenistan’s trustworthy and neutral role.
Turkmenistan’s neutrality has also supported its economic and social progress. It has promoted education, culture, and social welfare. Its stability has allowed citizens to enjoy safety and opportunities for development. Neutrality has made it possible to focus on improving the quality of life rather than dealing with the destruction of conflict.
This anniversary comes during the Year of Peace and Trust, 2025, which was declared at Turkmenistan’s initiative. These two themes, peace and trust, are closely linked to the idea of neutrality.
Peace cannot exist without trust, and trust grows when nations communicate honestly and work together. Turkmenistan’s example reminds the world that even in difficult times, dialogue and neutrality can create bridges of understanding.
In a world where tensions often dominate headlines, Turkmenistan’s path offers hope. It shows that a country, regardless of size, can make a meaningful contribution to international peace by choosing diplomacy and cooperation over division.
The Year of Peace and Trust encourages all nations to rebuild confidence; between governments, peoples, and institutions, so that global challenges like poverty, climate change, and conflict can be solved together.
As we celebrate this important anniversary, we are not only looking back at thirty years of success, but also forward to the future. The lessons of Turkmenistan’s neutrality are universal.
It teaches us that peace begins with respect, respect for sovereignty, for cultural diversity, for linguistic diversity, and for human dignity. It shows that dialogue is more powerful than disagreement, and that lasting development can only come in an environment of stability and trust.
On this day, we honor Turkmenistan for remaining true to its path of neutrality and for showing that peaceful cooperation is possible even in a complex and divided world.
May the friendship between our countries grow stronger, and may Turkmenistan continue to inspire others through its example of neutrality, stability, and goodwill.
