Tokayev Hails Lukoil’s 30 Years of Partnership and Investment in Kazakhstan

Astana, The Gulf Observer: President Kassym-Jomart Tokayev on Tuesday addressed a commemorative event marking the 30th anniversary of Lukoil’s operations in Kazakhstan, highlighting the company’s vital role in strengthening Kazakhstan’s energy sector and its strategic partnership with Russia, the Akorda press service reported.
“Lukoil is one of the reputable companies successfully operating in our country. There is every reason to say that the company, which first entered Kazakhstan in 1995, enjoys a strong reputation here — achieved through hard work and high responsibility,” President Tokayev stated.
He commended Lukoil’s contribution to enhancing Kazakhstan–Russia cooperation, noting that the company’s activities have both boosted the national economy and reinforced friendly ties between the two nations. Lukoil’s operations in Kazakhstan began with the Kumkol project, and over more than a quarter century, the company has made substantial progress.
According to Tokayev, Lukoil has invested over USD 12 billion in Kazakhstan’s oil and gas sector, producing 94 million tons of oil and 60 billion cubic meters of gas to date. Additionally, the company has allocated around USD 300 million for social projects and charitable initiatives across the country.
“Behind these figures are thousands of created jobs, the transfer of advanced technologies, and a significant contribution to the socio-economic development of our regions,” the President emphasized.
Tokayev noted that with Lukoil’s participation, the Future Growth Project at the Tengiz field—one of the largest undertakings in the global oil and gas industry—has been successfully completed. He also outlined the company’s ongoing work on the Kalamkas-Sea and Khazar projects on the Caspian shelf, jointly implemented with KazMunayGas. These strategic initiatives are expected to attract over USD 6 billion in direct investment and create more than 2,000 new jobs.
To ensure high local participation, shipyards in the Mangystau region will be engaged in manufacturing offshore oil production platforms. Lukoil also continues productive operations at the Karachaganak field and plays an important role in the Caspian Pipeline Consortium (CPC) — a key route through which Kazakh oil is exported to global markets.
“Through this strategically vital route, Kazakh oil is supplied to dozens of countries, thereby strengthening Kazakhstan’s role in the global energy market,” President Tokayev concluded.
