Việt Nam and Russia Issue Joint Statement on Deepening Comprehensive Strategic Partnership

Hanoi, The Gulf Observer: In a significant development during Russian President Vladimir Putin’s state visit to Việt Nam on June 19 and 20, Việt Nam and Russia released a Joint Statement aimed at deepening their comprehensive strategic partnership. This move builds on the achievements of the three-decade implementation of their Treaty on Principles of Friendly Relations.

The joint statement emphasizes the continuous strengthening of the Việt Nam-Russia comprehensive strategic partnership based on enduring friendship and mutual support amidst a complex international landscape. Notably, the two countries will celebrate 75 years of diplomatic relations in 2025, marking a significant milestone in their shared history of overcoming challenges together.

According to the document, both sides affirmed that consolidating and enhancing the effectiveness of their comprehensive strategic partnership is a top foreign policy priority. This commitment serves the long-term interests of both nations, contributes to their development, and enhances their roles on regional and global stages.

Việt Nam and Russia’s relationship is grounded in mutual trust, principles of sovereign equality, territorial integrity, the right to self-determination, non-interference in internal affairs, no use or threat of force, and the peaceful settlement of disputes, in accordance with the UN Charter and international law. They are determined to continue close cooperation in both bilateral and multilateral frameworks.

The statement also highlights that neither country will align or enter into agreements with third parties that could harm each other’s independence, sovereignty, territorial integrity, and fundamental interests. The development of their bilateral relations is not aimed against any third party.

Việt Nam and Russia agreed to maintain regular and substantive high-level political dialogue, striving to effectively implement agreements reached between their leaders. They aim to enhance the efficiency of existing cooperation mechanisms, establish new ones, and strengthen contacts through party and parliamentary channels.

Both sides underscored the special role of defence and security cooperation in their relationship and agreed to bolster comprehensive collaboration in international information security in line with international law and bilateral agreements.

The statement recognized the need for enhanced joint efforts in emergency response, economic cooperation, and the early agreement and implementation of a master plan for Việt Nam-Russia cooperation development until 2030. They affirmed the importance of increasing mutual investments in areas such as mineral extraction and processing, industry, agriculture, machinery manufacturing, and energy.

Additionally, both countries agreed to continue collaborating on existing and new oil and gas projects, meeting the strategic interests of both parties and in accordance with national laws. They supported the expansion of Vietnamese oil and gas enterprises in Russia and Russian enterprises on the Vietnamese continental shelf, respecting international laws, including the 1982 United Nations Convention on the Law of the Sea.

The joint statement also highlighted potential cooperation in nuclear energy, education, training, science, technology, and innovation, alongside the promotion of Vietnamese language studies in Russia and Russian language studies in Việt Nam. Expanded cooperation will also cover humanities, media, health, sports, and tourism.

Both sides committed to ongoing discussions on immigration issues and facilitating living, working, and studying conditions for Vietnamese citizens in Russia and Russian citizens in Việt Nam. They vowed to accelerate the establishment of a fair and sustainable multipolar world order, adhering to the principles of the United Nations Charter and international law.

Effective cooperation and coordinated actions at global and regional forums are seen as crucial to strengthening the bilateral relationship, deepening traditional friendship, and serving the long-term interests of their peoples. This cooperation aims to contribute to peace, security, and sustainable development in the Asia-Pacific and the world.

During the visit, President Putin extended an invitation to Party General Secretary Nguyễn Phú Trọng and other high-ranking Vietnamese leaders to visit Russia at a convenient time, an invitation that was gladly accepted by the Vietnamese side.
