Vietnam Approves Programme to Boost Private Sector Role in Digital Infrastructure Development Through 2030

Hanoi, The Gulf Observer: Deputy Prime Minister Nguyễn Chí Dũng has signed a decision approving a national programme aimed at encouraging private enterprises to play a greater role in developing telecommunications and digital infrastructure in support of Việtnam’s digital transformation agenda through 2030.
The programme focuses on building high-potential digital infrastructure, including data centres, cloud computing, digital–physical systems, broadband connectivity, and digital utility services. It seeks to mobilise private sector resources, enhance investment efficiency, and accelerate the development of a modern, resilient, and globally competitive digital ecosystem.
By 2030, the programme envisions private enterprises investing in and operating at least four additional international undersea cable routes. It also targets annual revenue growth of 12 to 15 percent for terrestrial mobile telecommunications providers without radio frequencies and 10 to 12 percent for fixed broadband service providers, thereby diversifying the market and supporting innovative service delivery.
The private sector is expected to invest in large-scale, modern data centres meeting international and green standards, with a combined designed capacity accounting for at least half of the country’s total public-serving infrastructure. At the same time, Việt Nam aims to attract at least two global technology corporations to invest in and operate big data and artificial intelligence data centres, while fostering the rise of at least two domestic private enterprises capable of constructing and managing digital infrastructure at a level comparable to international peers.
To achieve these objectives, the government will issue detailed implementation guidelines, promote shared use of inter-sectoral technical infrastructure, simplify administrative procedures, and expand fully online public services for digital investment and infrastructure projects. The programme also underscores the creation of a transparent legal framework to encourage wider private sector participation.
Additionally, the plan calls for the expansion of 5G coverage in industrial parks, high-tech zones, major cities, and other areas with strong digital economy potential, followed by a nationwide rollout. The initiative aims to ensure high-speed, low-latency, and reliable connectivity as a foundation for Việt Nam’s digital economy and transformation strategy.
