Xi Jinping Calls for Safe, Equitable Advancement of Artificial Intelligence in China

Beijing, The Gulf Observer: Chinese President and General Secretary of the Communist Party of China (CPC) Central Committee, Xi Jinping, has called for intensified efforts to guide the healthy, safe, and equitable development of artificial intelligence (AI) technologies. Xi made the remarks while presiding over a group study session of the CPC Central Committee’s Political Bureau on Friday.
Highlighting the strategic importance of AI as a transformative force in the new era of technological and industrial revolution, Xi emphasized that China must leverage its unique system for mobilizing nationwide resources, adhere to self-reliance, and prioritize application-driven innovation. He stressed that development should move in a “beneficial, safe, and fair” direction.
During the session, Zheng Nanning, a professor from Xi’an Jiaotong University, delivered a lecture on AI’s development, offering suggestions which were followed by detailed discussions among Political Bureau members.
Xi noted that while China’s AI sector has made significant advances, gaps remain in fundamental theories and core technologies. He called for comprehensive efforts to enhance basic research, achieve breakthroughs in key areas such as high-end chips and foundational software, and build an independent and controllable technology infrastructure.
He further emphasized the need to promote AI-driven transformations across industries, foster a robust innovation ecosystem led by enterprises, and build computing power infrastructure. Xi urged the deepening of data resource utilization and the strengthening of policies supporting AI development, including those related to intellectual property, taxation, procurement, and finance.
In education, Xi called for the integration of AI knowledge across all levels of schooling and lifelong learning, alongside improved support mechanisms for scientific research careers and talent development.
Acknowledging the dual nature of AI’s opportunities and risks, Xi stressed the urgent need for robust legal, regulatory, and ethical frameworks, as well as early warning and emergency response systems to ensure AI’s safe and controlled development.
On the international front, Xi advocated for greater global cooperation, particularly in assisting Global South countries in building technological capacity. He also called for the establishment of a global governance framework based on broad consensus to ensure AI serves as a public good benefiting all of humanity.
