Viet Nam Unveils Ambitious Plans to Revitalize Information and Communications Infrastructure
Hanoi, The Gulf Observer: In a significant development aimed at propelling Viet Nam into the digital era, the Ministry of Information and Communications revealed detailed plans for a comprehensive overhaul and advancement of the country’s information and communications infrastructure. The visionary roadmap, spanning the years 2021 to 2030 and extending its outlook to 2050, was recently approved by Prime Minister Phạm Minh Chính.
The unveiled plan outlines ambitious objectives to lay the foundation for a digital government, stimulate a thriving digital economy, and foster a connected digital society. The proposed information and communications infrastructure comprise an integrated framework encompassing the postal network, digital infrastructure, information technology industrial infrastructure, national digital transformation platforms, and security assurance systems – all crucial components for the integrity and security of the entire system.
Digital Infrastructure Advancements by 2025
The plan sets forth substantial advancements in digital infrastructure by 2025. It envisions ubiquitous access to fiber optic cable for households, ensuring 100% accessibility as needed. Key goals include increased smartphone ownership among adults, high-speed Internet access for technological hubs and government agencies, integration of IoT in essential infrastructure, and widespread adoption of cloud computing services by Vietnamese businesses.
Simultaneously, the plan involves deploying and investing in two to four additional international telecommunications cable lines. It also outlines the establishment and deployment of national data centers, including multi-purpose clusters at national and regional levels, along with data centers specifically catering to the needs of financial centers in Việt Nam, the region, and internationally.
Vision for 2030 and Beyond
Looking ahead to 2030, the focus shifts towards substantial improvements in fixed broadband access network infrastructure. The plan aims to extend the coverage of 5G mobile broadband networks to 99% of the population, emphasizing advancements in next-generation mobile networks.
The objective is set for 100% of state agencies, state-owned enterprises, and over 50% of the population to utilize cloud computing services provided by domestic enterprises. In a sustainable approach, the plan calls for the development of large-scale data center clusters adhering to green standards.
By 2030, the completion and seamless operation of national-scale digital platforms will be prioritized to meet the demands of the digital government, digital economy, and digital society. The goal is universal access and utilization of advanced digital services of high quality at reasonable prices for all individuals.
Network Information Security
In terms of network information security, the plan aims for robust safeguards across digital government, digital economy, and digital society domains. By 2025, the target is to achieve comprehensive security coverage, ensuring that 100% of information systems within state agencies adhere to the four-layer model for network information security. All terminal devices within state agencies are also expected to be equipped with solutions to guarantee network information security.
Efforts will further be directed towards enhancing public awareness and equipping internet users with access to information, educational materials, skills, and fundamental cyber information security services. Every agency, organization, and business is expected to have at least one dedicated unit specializing in network information security, and every individual should possess at least one tool to safeguard network information security.
These ambitious plans underscore Việt Nam’s commitment to becoming a regional leader in information and communications technology, fostering innovation, and ensuring a secure digital future for its citizens.
