Kazakhstan Establishes Council for Strategic Partnership with Foreign Universities
Astana, The Gulf Observer: The Council for Strategic Partnership has been officially established in Kazakhstan, aimed at enhancing collaboration with international universities. Deputy Prime Minister Tamara Duissenova announced this initiative during a recent meeting with heads of foreign academic institutions, as reported by NHC.
This initiative is part of a broader effort, under the guidance of President Kassym-Jomart Tokayev, to forge strategic partnerships with some of the world’s leading universities. Currently, branches of 23 foreign universities operate in various regions across Kazakhstan, highlighting the nation’s commitment to global academic cooperation.
During her address, Deputy Prime Minister Duissenova emphasized the importance of strengthening ties with foreign institutions. “It is vital to discuss and collaboratively develop proposals for enhancing cooperation. We must maintain this format of engagement and jointly tackle emerging challenges,” she stated. The newly established Council will operate under the Ministry of Science and Higher Education and is envisioned as a permanent platform for dialogue and the exploration of innovative solutions that address the interests of all stakeholders involved.
The meeting also underscored the necessity for unified rules governing strategic partnerships, while ensuring the preservation of academic and managerial autonomy for universities. Duissenova highlighted that the comprehensive partnership aims to promote scientific research, facilitate the transfer of advanced educational programs, and adopt innovative teaching methodologies, ultimately raising educational standards in Kazakhstan.
“The Law on Science and Technological Policy provides us with additional opportunities in this regard. Leveraging scientific advancements for the betterment of our economy is crucial for enhancing competitiveness. Research universities are pivotal in this transformation,” she added.
Representatives from foreign universities expressed strong support for the Council’s establishment and the introduction of unified strategic partnership guidelines. Mark Biggs, Provost of Heriot-Watt University, emphasized the importance of university rankings, stating, “Competition is the foundation for development.” Heriot-Watt University operates a branch at Zhubanov Aktobe University.
Dmitry Savkin, Vice-Rector of the National Research Nuclear University of the Russian Federation (MEPhI), remarked on the significance of collaborative efforts in preparing specialists and deepening scientific and research activities.
Earlier, President Tokayev addressed participants at the international conference Connected-2024, reaffirming Kazakhstan’s active engagement in developing an academic hub in partnership with leading foreign universities. This strategic initiative reflects Kazakhstan’s commitment to fostering an innovative educational landscape and enhancing its global academic standing.
