Mirziyoyev meets with Bukhara region voters
Bukhara, The Gulf Observer: Presidential candidate from the Movement of Entrepreneurs and Business people – the Liberal Democratic Party of Uzbekistan Shavkat Mirziyoyev met with Bukhara voters on June 20.
The meeting was opened by the candidate’s proxy for Bukhara region Samoydin Husenov. He spoke about great creative activities, major socio-economic projects implemented in Bukhara region in recent years on the initiative of Shavkat Mirziyoyev, and their importance in improving people’s well-being.
Then the candidate for President of the Republic of Uzbekistan Shavkat Mirziyoyev reported on his election program. He focused on plans to create optimal living conditions. In particular, in the next seven years:
- more than 1.5 thousand multi-storey houses will be built, and more than 60 thousand families will receive comfortable housing;
- 7 thousand kilometers of roads, in particular, 3.5 thousand kilometers of internal roads and more than 300 bridges will be repaired in the region;
- to improve the water supply of 1 million 200 thousand people, 5 thousand kilometers of water supply networks will be stretched, and 84 water structures will be built. As a result, the coverage of the centralized water supply in Bukhara will be increased from 77 percent to 95 percent;
- 1,200 kilometers of sewer networks will be laid in district and city centers, and 150 wastewater treatment facilities will be built. Thus, more than 600 thousand residents will be connected to sewerage services for the first time, and coverage in the region will increase from the current 9 percent to 40 percent;
- 10 thousand kilometers of power grids will be stretched, and 1000 transformers will be updated in the neighborhood.
The following information is provided about the ongoing work to improve the quality of medical services provided to the population in Bukhara:
– by 2030, 50 new family polyclinics and medical centers will be built in the neighborhood, and 200 will be completely renovated. More than a thousand children with congenital heart disease who need complex surgery will be treated at the state’s expense. 30 billion UZS will be allocated annually to Bukhara for this work.
“An international center of Folk Medicine and a Pharmaceutical cluster will be created in Bukhara”, the Presidential candidate said. – To do this, we will attract $50 billion of investments.
It was noted that in Bukhara region, together with investors from the United Arab Emirates and Saudi Arabia, it is planned to build two wind and three solar power plants.
“They will annually produce 10 billion kilowatts/hour of electricity, or twice as much electricity needed for the region”, – says Presidential candidate Shavkat Mirziyoyev. – In the next seven years, 8 thousand industrial projects with a total value of $17 billion will be implemented, and 120 thousand jobs will be created.
The candidate separately focused on the work carried out in ecology and environmental protection.
“Bukhara will also gain experience in environmental protection and work with household waste,” says Shavkat Mirziyoyev. – In the next seven years, 15 solid household waste landfills will be closed in the region, and six landfills will be modernized. 200 units of modern equipment for the transportation of household waste will be purchased for the region. Waste collection points will be built in each neighborhood. To prevent the movement of sand in desert areas, 20 million saplings of saxaul and other shrubs will be planted. If we start a big movement to turn the Bukhara region into an “environmentally friendly, waste-free region”, the whole region will support us”.
Information about the upcoming work on improving the infrastructure of schools and improving the quality of education in Uzbekistan was also provided at the meeting.
“By 2030, we plan to create an additional 2.5 million student places by building new schools and increasing existing capacities (currently, there are 5.2 million student places)”, the Presidential candidate said. – This year, we are launching the program “500 thousand student places per year”. A School Infrastructure Development Fund will be created for these purposes, to which a billion dollars will be allocated annually.
At this fund’s expense, 170 new schools will be built, and 3,210 schools will be reconstructed. As a result, 1,400 thousand student places will be created.
Shavkat Mirziyoyev also provided information on the development of private education. He noted that 450 thousand UZS of the monthly payment would be compensated to the parents of a first-grader of a private school during the year. Entrepreneurs will be refunded more than 14 percent of the loan taken to create a private school.
“The requirements for teachers in private schools will be the same as in public schools. Thus, there will not be a single class with more than 35 students in schools (now there are 37 thousand such classes). In general, we will create all conditions to increase the number of students in private schools from 85,000 to at least 400,000 by 2030”, said the Presidential candidate Shavkat Mirziyoyev.
Another important initiative was announced at the meeting: by 2030, the curriculum and methods of Presidential schools will be introduced in all schools.
“In-depth teaching of exact, natural sciences and foreign languages will be introduced in high schools”, said Shavkat Mirziyoyev. – In the next seven years, we will bring “native speaker” teachers to all schools. 200 billion UZS will be allocated annually for this. The curricula of pedagogical universities will also be brought into line with the teaching and evaluation methods in presidential schools”.
Support will be provided to teachers who possess modern technologies and apply new approaches to teaching and assessing students’ knowledge.
Now a system of issuing a qualification certificate will be introduced, assessing not only the knowledge, but also the skills and abilities of teachers. A teacher who has received a qualification certificate will be paid an additional salary of 70 percent (currently, the highest allowance is 40 percent). The monthly salary of teachers will be doubled in the next seven years.
The candidate spoke about his plans to support teachers. In particular:
To adequately encourage teachers’ hard work, a payment system of allowances for long-term work experience will be introduced.
The weekly workload of primary school teachers will be reduced from 18 to 16 hours and high school teachers from 20 to 18 hours.
The average salary of 150,000 non-working full-time teachers will be increased by 30 percent.
Every year, teachers will be given preferential vouchers to sanatoriums to restore their health, and a thousand teachers will go abroad for an internship.
Representatives of the party noted that they would support the candidacy of Shavkat Mirziyoyev in the Presidential Elections in Uzbekistan and called on others to do the same.
