PM Chính Outlines Five-Point Proposal on Environment and Global Health at BRICS 2025 Summit

Hanoi, The Gulf Observer: Vietnamese Prime Minister Phạm Minh Chính delivered a comprehensive five-point proposal on environmental protection and global health during a high-level session on Monday (local time), held as part of the expanded BRICS Summit 2025 in Rio de Janeiro, Brazil. The session, focusing on environment, COP30, and global health, served as a pivotal platform for multilateral dialogue on urgent global challenges.
In his remarks, PM Chính welcomed Brazil’s decision to prioritize environmental protection and global health at this year’s BRICS Summit, stressing that these are existential concerns for all humanity. Reflecting on the aftermath of the COVID-19 pandemic and ongoing crises such as climate change, natural disasters, and resource depletion, he underscored the urgent need for cohesive global action and a paradigm shift in international cooperation.
The Vietnamese Prime Minister presented five key proposals:
- Fostering a Shared Global Vision: PM Chính called for building a shared understanding and a holistic, inclusive approach to environmental protection and public health, emphasizing that collective well-being must underpin global governance.
- Upholding Justice and Responsibility: He reiterated the principle of common but differentiated responsibilities, advocating fairness and justice in tackling global challenges. He urged developed nations to fulfill their commitments regarding financial support, technology transfer, and capacity building for developing countries.
- Mobilizing Resources and Climate Finance: Stressing the critical need for sufficient and sustainable resources, PM Chính called for breakthroughs at COP30, endorsed Brazil’s priorities, and proposed innovative green financing mechanisms along with enhanced private sector participation.
- Harnessing Science and Innovation: The Prime Minister emphasized the role of science, technology, and innovation in driving environmental and healthcare advancements. He called for greater international collaboration in developing green technologies, digital infrastructure, and knowledge-sharing to reduce global disparities.
- Reforming Global Governance: PM Chính highlighted the need for meaningful reform in global environmental, climate, and health governance. He affirmed the central role of the United Nations and called for stronger multilateral cooperation, with active participation by regional and inter-regional institutions to ensure fairness, transparency, and efficiency in implementing global commitments.
Reaffirming Vietnam’s strong commitment to achieving net-zero emissions by 2050, PM Chính stressed that climate action, environmental protection, and public health must serve as the foundation of national development strategies—not merely strategic choices, but historical imperatives.
“There is no substitute for Earth, no asset more valuable than health, and no foundation more solid than humanity,” he declared, emphasizing that only through collective global efforts can future generations inherit a thriving planet, a prosperous world, and a happy humankind.
In his opening address, Brazilian President and BRICS Chair Luiz Inácio Lula da Silva emphasized the need for a just energy transition, zero deforestation, and greater investment in protecting tropical rainforests. He linked climate justice to the broader struggle against poverty and inequality.
Leaders at the session also voiced concern over delays—and even reversals—in progress toward the United Nations Sustainable Development Goals (SDGs). They called for greater international collaboration to address climate emergencies, strengthen health systems, and foster inclusive, sustainable development.
The high-level session concluded the expanded BRICS Summit 2025, underlining Brazil’s leadership and the collective aspirations of developing countries for multilateral cooperation, global solidarity, and inclusive, people-centered governance.
Vietnam’s active participation once again highlighted its image as a dynamic, responsible nation committed to environmentally sustainable development and global peace, cooperation, and progress.
