Shavkat Mirziyoyev Approves Measures to Support Individual Entrepreneurs and Self-Employed Citizens

Tashkent, The Gulf Observer: President Shavkat Mirziyoyev on Monday reviewed and approved a set of proposals aimed at creating favorable conditions for individual entrepreneurs and self-employed persons, underscoring the strategic importance of entrepreneurship for Uzbekistan’s economic growth, employment, and quality of life.
Recognizing the critical role of this sector, the President emphasized ongoing efforts to simplify business regulations and expand available conveniences, supported by the increasing integration of digital technologies.
Key new measures include the introduction of a special legal regime for individual entrepreneurs and self-employed citizens, effective until December 31, 2030. This will be facilitated through an integrated digital platform consolidating essential services such as state registration, tax reporting, business transactions, and fiscal receipt issuance.
Entrepreneurs will have access to electronic wallets that allow them to receive income, make payments to employees and partners, and fulfill tax obligations. For those with electronic wallets, opening traditional bank accounts will become optional.
Starting November 1, 2025, the use of QR codes and tap-to-pay technology will be introduced. Document signing will be streamlined through remote biometric verification and SMS notifications, equating these methods to traditional paper documentation. Additionally, a pilot system enabling daily payments to employees via electronic wallets will be launched.
From January 1, 2026, individual entrepreneurs with an annual turnover of up to 1 billion Uzbek soums (UZS) and self-employed citizens will benefit from a turnover tax rate set at 1 percent.
The possession of a special QR code for electronic payments will become mandatory under retail trade regulations for individual entrepreneurs and self-employed persons. Data on cash flow recorded via the digital platform will also be considered when making lending decisions.
President Mirziyoyev approved the proposals and signed a resolution to implement these measures, aimed at fostering a transparent and supportive business environment for Uzbekistan’s entrepreneurs and self-employed workforce.
