Tô Lâm Reaffirms Vietnam’s Commitment to Strengthening Comprehensive Strategic Partnership with Russia

Hanoi, The Gulf Observer: Party General Secretary Tô Lâm has reaffirmed Việt Nam’s strong commitment to advancing its traditional friendship and Comprehensive Strategic Partnership with Russia, underscoring the close and longstanding ties that hold significant positions in both countries’ foreign policies.
He made the remarks on Monday while receiving Vyacheslav Volodin, Chairman of the State Duma of Russia, who is on an official visit to Việt Nam leading a high-ranking delegation. Volodin is also co-chairing the 4th meeting of the Inter-Parliamentary Cooperation Committee between the Vietnamese National Assembly and the Russian State Duma.
The Party leader expressed confidence that the visit would generate fresh momentum for consolidating political trust and laying a solid foundation for the robust and sustainable development of Việt Nam–Russia relations in a new phase of cooperation. He added that Volodin’s visit reflects the determination of both sides to further deepen their traditional friendship and Comprehensive Strategic Partnership.
Lâm conveyed Việt Nam’s hope that Russia would continue to develop in a stable and prosperous manner, with improved social welfare and living standards for its people. He also expressed confidence that Russia would maintain an active role in global and Asia–Pacific cooperation mechanisms, contributing to peace, security, and development, while supporting the establishment of an open, transparent, inclusive, and rules-based regional order in accordance with international law.
The Party chief further called on Russia to support Việt Nam and ASEAN’s stance on safeguarding peace, stability, and order in the East Sea (South China Sea), in line with the UN Charter and the 1982 UN Convention on the Law of the Sea.
On bilateral ties, Lâm reaffirmed Việt Nam’s determination to comprehensively develop its relations with Russia, reflecting the trust and strong historical bonds shared by their leaders and peoples. He emphasized that Việt Nam is mobilising all available resources to advance national development and hopes its trusted partners, including Russia, will accompany the country on this journey.
Highlighting recent positive outcomes of inter-parliamentary cooperation, Lâm noted its role as an important channel for effective collaboration between the two governments and ministries, while helping remove legal barriers to accelerate bilateral projects. He called on the Russian State Duma to continue strengthening parliamentary cooperation with Việt Nam and expressed appreciation for the Duma’s swift ratification of recent agreements.
For his part, Chairman Volodin praised Lâm’s contributions to advancing Việt Nam–Russia relations, affirming that both he personally and the Russian leadership attach great importance to the Communist Party of Việt Nam’s role in safeguarding and developing the nation.
He stressed that the delegation includes representatives from all political parties in the State Duma, who, despite differing positions, are united in their support for expanding cooperation with Việt Nam, which they regard as a loyal and reliable partner of Russia.
Volodin shared the Duma’s assessments on the prospects of bilateral cooperation and pledged to help create a favourable legal framework to further enhance the efficiency of the Comprehensive Strategic Partnership in areas such as economy and trade, investment, energy, nuclear power, science and technology, as well as education and training.
Both sides also highlighted encouraging progress in bilateral cooperation across various fields, including defence and security, tourism, and people-to-people exchanges. Notably, bilateral trade has been growing at over 20 per cent annually, while the number of Russian tourists visiting Việt Nam has doubled year-on-year.
They reaffirmed their traditional cooperation in education, training, science, technology, engineering, and healthcare, and voiced determination to elevate collaboration through joint projects that maximise the two countries’ potential and meet their development goals.
