Turkmenistan Highlights Outcomes of LLDC3 at OSCE Meeting

Vienna, The Gulf Observer: On 11 September 2025, the delegation of Turkmenistan to the Organization for Security and Co-operation in Europe (OSCE) presented the outcomes of the Third United Nations Conference on Landlocked Developing Countries (LLDC3), which was hosted by Turkmenistan in the coastal city of Awaza.

The delegation underlined that the adoption of the Awaza Programme of Action represented a major milestone in advancing the development priorities of landlocked developing countries. The Programme sets forth concrete measures aimed at enhancing transport and trade connectivity, fostering energy and digital cooperation, strengthening resilience to climate change, and supporting the achievement of the Sustainable Development Goals (SDGs).

In its statement, Turkmenistan noted the close alignment between the Awaza Programme of Action and the OSCE agenda, including the work of the OSCE Parliamentary Assembly (PA OSCE). The Programme’s core pillars – connectivity, resilience, and sustainable development – were said to reflect the OSCE’s comprehensive security concept, which encompasses politico-military, economic-environmental, and human dimensions.

The Turkmen delegation further outlined key areas for practical cooperation with the OSCE, including the development of regional transport corridors to boost trade and connectivity; promoting energy security and sustainable energy initiatives; advancing digitalization and information exchange in fields such as e-governance and cybersecurity; enhancing environmental protection and climate resilience; and reinforcing human security through education, vocational training, and inclusive development programs.

According to the delegation, the implementation of the Awaza Programme offers a pragmatic framework to complement OSCE initiatives, thereby promoting regional stability, sustainable growth, and greater economic integration.

By presenting both its statement at the OSCE and the outcomes of LLDC3, Turkmenistan reaffirmed its commitment to multilateralism, constructive cooperation, and the promotion of peace, security, and sustainable development at the regional and global levels.
