Turkmenistan Holds Halk Maslahaty Session Ahead of Independence Anniversary

Ashgabat, The Gulf Observer: On September 20, 2025, a regular session of the Halk Maslahaty of Turkmenistan was convened at the «Maslahat Köşgi» Palace in the capital, under the chairmanship of the National Leader of the Turkmen people and Chairman of the Halk Maslahaty, Gurbanguly Berdimuhamedov.

The meeting, held in the lead-up to the 34th anniversary of Turkmenistan’s independence, addressed key issues related to ensuring the well-being of the population and advancing the country’s socio-economic development.

Attending the session of the nation’s highest representative body were Deputy Chairmen of the Cabinet of Ministers, members of the Mejlis, heads of ministries and departments, political parties and public organisations, representatives of the media, as well as hakims of velayats, etraps, and cities, members of local Halk Maslahaty councils, honoured elders, and representatives of the public.

In his address, Hero-Arkadag Gurbanguly Berdimuhamedov highlighted the significance of the upcoming celebrations — the 34th anniversary of independence in September and the 30th anniversary of Turkmenistan’s permanent neutrality on December 12, designated by the United Nations as part of the International Year of Peace and Trust. He expressed confidence that the decisions and proposals adopted during the session would further improve the living standards of the people.

It was underlined that Turkmenistan, through its neutral and independent foreign policy, continues to contribute actively to peace, trust, and sustainable development regionally and globally. A draft Constitutional Law “On the Legal Foundations of the Peace and Trust Policy of Neutral Turkmenistan” has been developed, and a number of events are scheduled for the International Year of Peace and Trust. Among them is a high-level international forum to be held on December 12, along with the adoption of a jubilee medal marking the 30th anniversary of neutrality.

After a break, the session resumed with the participation of President Serdar Berdimuhamedov. In his speech, the President placed special emphasis on expanding cooperation with UNESCO and highlighted the outcomes of the Third United Nations Conference on Developing Countries, held this year in the Avaza National Tourist Zone, which resulted in the adoption of the Avaza Political Declaration and the Avaza Action Programme for 2024–2034.

The President further announced that Turkmenistan will join the international community in widely celebrating the 30th anniversary of neutrality this December. He also noted that the Turkmen delegation will participate in the 80th session of the United Nations General Assembly in New York, where the country will present its priorities aimed at strengthening peace and security, promoting sustainable development, and expanding cooperation in transport and energy.

The upcoming International Forum of the Year of Peace and Trust, scheduled for December 12, was described as a significant platform for promoting Turkmenistan’s constructive initiatives on the global stage.
