Việtnam, Russia Agree to Deepen Energy Cooperation, Sign Landmark Nuclear Deal

Moscow, The Gulf Observer: Việtnam and Russia have agreed to deepen cooperation in the energy, oil and gas sectors, reaffirming a key pillar of their longstanding partnership and paving the way for new joint projects in the coming years.
The understanding was reached during talks between Vietnamese Prime Minister Phạm Minh Chính and his Russian counterpart Mikhail Mishustin on Monday, following an official welcome ceremony held in Moscow for the visiting Vietnamese leader and his high-level delegation.
The visit, undertaken at the invitation of the Russian Government, is being viewed as a significant step toward consolidating the traditional friendship between the two countries, strengthening their Comprehensive Strategic Partnership, and expanding cooperation to support national development.
Welcoming the Vietnamese Prime Minister, Mikhail Mishustin congratulated Việt Nam on the successful organisation of its 14th National Party Congress and elections to the 16th National Assembly and People’s Councils. He reaffirmed that Russia attaches high priority to its relations with Việt Nam, describing it as a key partner in the Asia–Pacific region and expressing Moscow’s desire to broaden cooperation across diverse sectors.
Prime Minister Phạm Minh Chính expressed gratitude for the warm reception and conveyed greetings from senior Vietnamese leadership, including Party General Secretary Tô Lâm. He reiterated Việt Nam’s foreign policy of independence, self-reliance, diversification, and multilateralisation, emphasizing that Russia remains a trusted friend and one of Việt Nam’s most important partners in Europe.
During the talks, both sides reviewed progress in bilateral relations, noting advancements in trade, investment, defence and security, energy, oil and gas, as well as people-to-people exchanges and humanitarian cooperation. They also discussed measures to address existing challenges and further elevate cooperation in a sustainable manner.
The two leaders agreed to strengthen political dialogue, build mutual trust, and enhance exchanges at all levels. Economic, trade, and investment cooperation were identified as key drivers of bilateral ties, with both sides committing to effectively implement the Free Trade Agreement between Việt Nam and the Eurasian Economic Union, expand market access, and boost two-way investment.
They also agreed to expand collaboration in clean and renewable energy, supporting green transition goals and sustainable development. Several agreements signed between businesses of the two countries in the fields of energy, oil and gas, and transport during the visit are expected to contribute to enhancing energy security.
Highlighting future cooperation areas, the two Prime Ministers agreed to make science and technology a new pillar of bilateral relations. They pledged to advance joint initiatives under the “2026 Year of Science and Education” framework, with a focus on information technology, artificial intelligence, scientific research, and technology transfer, including through the Việt Nam–Russia Tropical Centre.
Both sides emphasized the importance of strengthening cooperation in education, culture, sports, tourism, and people-to-people exchanges. Prime Minister Chính also welcomed Russia’s participation in metro system projects in major Vietnamese cities, including Hà Nội and Ho Chi Minh City.
He further called on the Russian Government to ensure favourable conditions and safety for the Vietnamese community in Russia, while assuring that Việt Nam would continue to facilitate Russian citizens living, studying, and working in the country.
Following the talks, the two Prime Ministers witnessed the signing of a landmark agreement on cooperation in the construction of a nuclear power plant in Việt Nam. Describing it as a significant step in peaceful nuclear energy collaboration, both sides expressed confidence that the project would serve as a new symbol of Việt Nam–Russia friendship.
