Vietnam’s Party General Secretary Tô Lâm Visits Điện Biên’s Border Commune to Review Grassroots Political System and Social Development

Điện Biên, The Gulf Observer: Vietnam’s Party General Secretary Tô Lâm, accompanied by a high-ranking delegation, visited Si Pa Phìn Commune in the northern province of Điện Biên to evaluate the operation of the local political system and implementation of national policies.

The visit focused on assessing the two-tier government model, reviewing preparations for upcoming Party congresses, and inspecting the implementation of the Politburo’s Conclusion on education infrastructure in border areas.

Commending the local authorities, Tô Lâm noted that grassroots administration is not limited to executing formal procedures—it plays a strategic role in translating the Party’s resolutions into practical, impactful outcomes for citizens.

Located nearly 85km from the provincial center, Si Pa Phìn faces poverty, infrastructural challenges, and low literacy rates. Still, the commune maintains political and social stability, with socio-economic improvements and successful implementation of national development programmes.

The commune’s public service center, launched on July 1, provides direct administrative assistance. Staffed with qualified personnel and supported by police and youth union members, the center is seen as a symbol of reformed governance at the grassroots.

During the inspection, General Secretary Lâm urged the commune’s leadership to review internal regulations, streamline services, and comply with legal frameworks to ensure effective and uninterrupted operations.

He emphasized continued support from the Việt Nam Fatherland Front and other institutions to uphold consistency and efficiency in the political system.

On future priorities, Tô Lâm called for poverty alleviation, livelihood improvement for ethnic minorities, enhanced healthcare, and better educational opportunities, emphasizing that no citizen should be left behind.

Highlighting the importance of school development in border communes, he praised the Party’s vision and humanitarian focus. He encouraged investment in inter-level primary and secondary schools and advocated for policy amendments to ensure educational inclusivity in remote areas.

Tô Lâm also visited Tân Lập Hamlet’s Cultural House, where he presented gifts to local ethnic Thái residents and the family of veteran Điện Biên soldier Vàng A Chảo, honoring his son, martyr Vàng A Sìa, who died in the 1979 border war.
